When the disaster was reported in the city, some on the streets lamented, calling upon their kinsmen, and wailed for themselves as being about to be captured immediately, while the women, with their children, implored in the temples that the disasters might at last cease for the city. The magistrates, with sacrifices and prayers, appeased the gods, asking that if any wrath was troubling them, it might be satisfied with what had already happened.
The Senate sent Quintus Fabius, the writer of these deeds, to Delphi to consult the oracle about the present circumstances, and liberated about eight thousand slaves whom their masters had offered, and arranged for all those in the city to manufacture arms and bows, and collected some allies, even so.
They also transferred Claudius Marcellus, who was about to sail to Sicily, to the war against Hannibal.
He divided the fleet with his colleague Furius and sent that portion to Sicily, while he himself, leading the slaves and as many others of the citizens or allies as he could—making in all about ten thousand infantry and two thousand cavalry—marched to Teanum, and kept watch on what Hannibal was going to do.
Since Hannibal allowed the captives to send an embassy to Rome concerning themselves, to see if those in the city would ransom them with money, and made the three chosen by them, of whom Gnaeus Sempronius was the leader, swear to return to him, the relatives of those captured, surrounding the senate-house, offered each to ransom their own kinsmen with their private funds, and implored the Senate to permit them to do this; and the people wept and petitioned along with them.
But of the senators, some did not think it right that the city should suffer further damage from so many others on top of such great disasters, nor that they should free slaves while neglecting free men; others did not think they should accustom them to flee through such pity, but that they must either conquer in battle or die, as a fugitive was not to be pitied even by his own relatives.
Many precedents having been cited on both sides, the Senate did not permit the relatives to ransom the captives, thinking that, with many dangers still impending over them, present clemency would not be beneficial for the future, whereas severity, even if grim, would be useful for the future and in the present would strike terror into Hannibal by its boldness.
Therefore Sempronius and the two other captives with him went back to Hannibal.
Hannibal sold some of the captives, and others he put to death in his anger, and bridged the river with their bodies and crossed over.
As for those who were of the Senate or otherwise illustrious, he forced them to fight as gladiators before the Libyans as spectators, fathers against sons and brothers against brothers, leaving nothing undone in his cruel insolence.
