§49XLIX. δοκιμάζει δὲ καὶ τοὺς ἵππους ἡ βουλή, κἂν μέν τις καλ[ὸν ἵππον ἔχ]ων κακῶς δοκῇ τρέφειν, ζημιοῖ τῷ σίτῳ, τοῖς δὲ μὴ δυναμ[ένοις ἀκολ]οθεῖν ἢ μὴ θέλοθσι μένειν ἀλλ’ ἀνάγουσι, τροχὸν ἐπὶ τὴν γνάθ[ο]ν ἐπιβ]άλλει, καὶ ὁ τοῦτο παθὼν ἀδόκιμός ἐστ.
XLIX. The Council also examines the horses, and if someone who has a good horse seems to keep it poorly, it punishes him by withholding his fodder allowance; and on those which are unable to follow or are unwilling to stay but are unmanageable, it places a brand of a wheel on the jaw, and the horse that has suffered this is disqualified.
δοκιμάζει δὲ καὶ τοὺς προ[δ]ρ[όμους οἵ]τινες ἂν αὐτιῇ δοκῶ|σιν ἐπιτήδειοι προδπομεύειν εἶναι, κἄν τιν’ ἀποχειροτονήσῃ, καταβέβηεν οὗτος.
It also examines the mounted scouts (prodromoi), and those who seem to it to be suitable to act as scouts, it approves; and if it rejects anyone by vote, he is dismissed.
δοκιμάζει δὲ καὶ τοὺς ἁμίππους, κἄν τιν’ ἀποχειροτονήσῃ, πέπαυται μισθοφορῶν οὗτος.
It also examines the foot-soldiers who fight alongside horses (hamippoi), and if it rejects anyone by vote, he ceases to receive pay.
τοὺς δ’ ἱππέας καταλέγουσι μὲν οἱ καταλογεῖς, οὕς ἂν ὁ δῆμος χειροτονήσῃ δέκα ἄνδρας·
The cataloguers (katalogeis), whom the People elect as ten men, enroll the cavalrymen; and whomever they enroll, they hand over to the cavalry commanders (hipparchoi) and tribal commanders (phylarchoi).
οὓς δ’ ἂν καταλέξωσι παραδιδόασι τοῖς ἱππάρχοις καὶ φυλάρχοις, οὗτοι δὲ παραλαβόντες εἰσφέρουσι τὸν κατάλογον εἰς τὴν βουλήν, καὶ τὸν πίνακ’ ἀνοίξαντες, ἐν ᾧ κατασεσημασμένα τὰ ὀνόματα τῶν ἱππέων ἐστί, τοὺς μὲν ἐξομνυμένους τῶν πρότερον ἐγγεγραμμένων μὴ δυνατοὺς εἶναι τοῖς σώμασιν ἱππεύειν ἐξαλείφουσι, τοὺς δὲ κατειλεγμένους καλοῦσι, κἂν μέν τις ἐξομόσηται μὴ δύνασθαι τῷ σώματι ἱππεύειν ἢ τῇ οὐσίᾳ, τοῦτον ἀφιᾶσιν, τὸν δὲ μὴ ἐξομνύμενον διαχειποτονοῦσιν οἱ βουλευταὶ πότερον ἐπιτήδειός ἐστιν ἱππεύειν ἢ οὔ·
These, having received them, bring the roll into the Council, and having opened the tablet in which the names of the cavalrymen are sealed, they erase those of the previously registered who swear on oath that they are unable physically to serve in the cavalry; and they call those who have been newly enrolled, and if anyone swears on oath that he is unable physically or in respect of his property to serve, they excuse him; but as for him who does not swear on oath, the Councilors vote by show of hands whether he is suitable to serve or not.
μὲν χειροτονήσωσιν, ἐγγράξουσιν εἰς τὸν πίνακα, εἰ δε δὲ μὴ, τοῦτον ἀφιᾶσιν.
And if they vote him suitable, they register him on the tablet; if not, they excuse him.
ἔκρινεν δέ ποτε καὶ τὰ παραδείγματα καὶ τὸν πέπλον ἡ βουλή, νῦν δὲ τὸ δικαστήριον τὸ λαχόν· ἐδόκουν γὰρ οὖτοι καταχαριζεσθαι τὴν κρίσιν.
Formerly the Council also used to judge the models and the robe (peplos), but now the court chosen by lot does so; for they seemed to show personal favor in their judgment.
καὶ τῆς ποιήσεως τῶν Νικῶν καὶ τῶν ἄθλων τῶν εἰς τὰ Παναθήναια συνεπνεπιμελεῖται μετὰ τοῦ ταμίου τῶν στρτιωτικῶν.
And it co-supervises, along with the treasurer of military funds, the manufacture of the Victories (Nikae) and the prizes for the Panathenaea.
δοκιμάζει δὲ καὶ τοὺς ἀδυνάτους ἡ βουλή· νόμος γάρ ἐστιν ὅς κελεύει τοὺς ἐντὸς τριῶν μνῶν κεκτημένους καὶ τὸ σῶμα πεπηρωμένους ὥστε μὴ δύνασθαι μηδὲν ἔργον ἐργάζεσθαι δοκιμάζειν μὲν τὴν βουλὴν, διδόναι δὲ δημοσίᾳ τροφὴν δύο ὀβολοὺς ἑκάστῳ τῆς ἡμέρας.
The Council also examines the disabled (adynatoi); for there is a law which commands that the Council examine those who possess property of less than three minae and are so maimed in body that they are unable to do any work, and that the state provide public maintenance of two obols each per day.
καὶ ταμίας ἐστὶν αὐτοῖς κληρωτός.
And there is a treasurer allotted for them.
συνδιοικεῖ 81 καὶ ταῖς ἄλλαις ἀρχαῖς τὰ πλεῖςθ’, ὡς ἔπος εἰπεῖν.
And it co-administers with the other offices most things, so to speak.
§50L. τὰ μὲν οὖν ὑπὸ τῆς βουλῆς διοικούμενα ταῦτ’ ἐστίν.
L. These, then, are the matters administered by the Council.
κληροῦνται δὲ καὶ ἱερῶν ἐπισκευασταί, δέκα ἄνδρες, Τι λαμβάνοντες τριάκοντα μνᾶς παρὰ τῶν ἀποδεκτῶν ἐπισκευάζουσιν τὰ μάλιστα δεόμενα τῶν ἱερῶν·
There are also allotted ten men as repairers of sanctuaries (hieron episkeuastai), who, receiving thirty minae from the receivers, repair those of the sanctuaries that are most in need.
καὶ ἀστυνόμοι δέκα· τούτων δὲ εݲ μὲν ἂρχουσιν ἐν Πειραιεῖ, πέντε δ’ ἄστει, καὶ τάς τε αύλητρίδας καὶ τὰς ψαλτρίας καὶ τὰς κιθαριστρίας οὖτοι σκοποῦσιν ὅπως μὴ πλείονος ἢ δυεῖν δραχμαῖς μισθωθήσονται, κἂν πλείους τὴν αὐτὴν σπουδάσωσι λαβεῖν οὗτοι διακληροῦσι καὶ τῷ λαχόντι μισθοῦσιν.
And ten city-wardens (astynomoi), of whom five hold office in Peiraeus and five in the city. These see to it that the flute-girls, female harpists, and female cithara-players shall not be hired for more than two drachmae, and if several people are eager to hire the same girl, they cast lots among them and hire her out to the winner.
καὶ ὅπως τῶν κοπρολόγων μηδεὶς ἐντὸς ݲ σταδίων τοῦ τείχους καταβαλεῖ κόπρον ἐπιμελοῦνται·
And they take care that none of the dung-collectors shall dump dung within ten stades of the wall.
καὶ τὰς ὁδοὺς κωλύουσι κατοικοδομεῖν καὶ δρυφάκτους ὑπὲρ τῶν ὁδῶν ὑπερτείνειν καὶ ὁχετοὺς εἰς τὴν ὁδὸν ἔκρουν ἔχοντας ποιεῖν καὶ τὰς θυρίδας εἰς τὴν ὁδὸν ἀνοίγειν·
And they prevent people from building over the streets, or extending railings over the streets, or making drains with outlets discharging into the street, or opening windows into the street.
καὶ τοὺς ἐν ταῖς ὁδοῖς ἀπογιγνομένους ἀναιροῦσιν, ἔχοντες δημοσίους ὐπηρέτας.
And they pick up those who die in the streets, having public slaves for this.
§51LI. κληροῦνται 81 καὶ ἀγορανόμοι πέντε μὲν εἰς Πειραιέα, ݲ δ’ εἰς ἄστυ.
LI. There are also allotted five market-wardens (agoranomoi) for Peiraeus and five for the city.
τούτοις δὲ ὑπὸ τῶν νόμων προστέτακται τῶν ὠνίων ἐπιμελεῖσθαι πάντων, ὅπως καθαρὰ καὶ ἀκίβδηλα πωλήσεται.
It is prescribed for these by the laws to take care of all goods for sale, so that they shall be sold pure and unadulterated.
κληροῦνται δὲ καὶ μετρονόμοι >, πέντε μὲν εἰς ἄστυ, ݲ δὲ εἰς Πειδοκιμαζει ραιέα·
And ten commissioners of weights and measures (metronomoi) are allotted, five for the city and five for Peiraeus.
καὶ οὗτοι τῶν μέτρων καὶ τῶν σταθμῶν ἐπιμελοῦνται πάντων, ὅπως οἱ πωλοῦντες χρήσονται δικαίοις.
And these take care of all measures and weights, so that those who sell shall use just ones.
ἦσαν δὲ καὶ σιτοφύλακες κληρωτοὶ <ιݲ>, πέντε μὲν εἰς Πειραιέα, πέντε δ᾿ εἰς ἄστυ, νῦν δ᾿ εἴκοσι μὲν εἰς ἄστυ, πεντεκαίδεκα δ᾿ εἰς Πειραιέα.
And there used to be ten grain-wardens (sitophylakes) elected by lot, five for Peiraeus and five for the city; but now there are twenty for the city and fifteen for Peiraeus.
οὗτοι δ᾿ ἐπιμελοῦνται πρῶτον μὲν ὅπως ὁ ἐν ἀγορᾷ σῖτος ἀργὸς ὤνιος ἔσται δικαίως, ἔπειθ᾿ ὅπως οἵ τε μυλωθροὶ πρὸς τάς τιμὰς τῶν κριθῶν τὰ ἄλφιται πωλήσουσιν καὶ οἱ ἀρτοπῶλαι πρὸς τὰς τιμὰς τῶν πῦρῶν τοὺς ἄρτους καὶ τὸν σταθμὸν ἄγοντας ὅσον ἂν οὗτοι τάξωσιν· ὁ γὰρ νόμος τούτους κελεύει τάττειν.
And these take care first that the unground grain in the market shall be sold justly, and next that the millers shall sell barley-meal in proportion to the price of barley, and the bakers shall sell loaves of bread in proportion to the price of wheat, and at the weight which these prescribe; for the law commands them to prescribe it.
ἐμπορίου δ᾿ ἐπιμελητὰς δέκα κληροῦσιν·
And they allot ten superintendents of the mart (emporiou epimeletai).
τούτοις δὲ προστέτακται τῶν τ᾿ ἐμπορίων ἐπιμελεῖσθαι, καὶ τοῦ σίτου τοῦ καταπλέοντος εἰς τὸ σιτικὸν ἐμπόριον τὰ δύο μέρη τοὺς ἐμπόρους ἀναγκάζειν εἰς τὸ ἄστυ κομίζειν.
To these it is prescribed to take care of the marts, and to compel the merchants to convey two-thirds of the grain sailing into the grain-mart to the city.
