§47XLVII. δυνδιοικεῖ δὲ καὶ ταῖς ἄλλαις ἀρχαῖς τὰ πλεῖστα.
The Council also co-administers most matters with the other offices.
πρῶτον μὲν γὰρ οἱ ταμίαι τῆς Ἀθηνᾶς εἰσὶ μὲv δέκα, κλη[ροῦτα]ι δ’ εἷς ἐκ τῆς φυλῆς, ἐκ πεντακοσιομεδίνων κατὰ τὸν Σόλωνος νόμ[ον (ἔτι γὰρ ὁ] νόμος κύριός ἐστιν), ἔρχει δ᾿ ὁ λαχὼν πάνυ πάνυ πένης ᾖ παραλαμβάνου[σι] δὲ τό τε ἄγαλμα τῆς Ἀθηνᾶς καὶ τὰς Νίκας καὶ τὸν ἄλλον κόσμον καὶ τὰ χρ[ήματ]α ἐναντίον τῆς βουλῆς.
For first, the treasurers of Athena are ten, and one is allotted from each tribe, from the pentakosiomedimnoi according to the law of Solon (for the law is still valid). And the one who is allotted holds office, even if he is extremely poor. They receive the statue of Athena, the Nikae (Victories), the other ornaments, and the funds in the presence of the Council.
ἔπειθ᾿ οἱ πωληταὶ ιݲ μέν εἰσι, κληροῦται δ᾿ δἰς ἐκ τῆς φ[υ]λῆς.
Next, the sellers (poletai) are ten, and one is allotted from each tribe.
[μ]ισθοῦσι δὲ τὰ μισθώματα πάντα, καὶ τὰ μέταλλα πωλοῦσι καὶ τὰ τέλη μετὰ τοῦ ταμίου τῶν στρατιωτικῶν καὶ τῶν ἐπὶ τὸ θεωρικὸν ᾑρημένων ἐναντίον τῆς [βουλῆς], καὶ κυροῦσιν ὅτῳ ἄν ἡ βουλὴ χειροτονήσῃ, καὶ τὰ πραθέντα μέταλλα τά τ᾿ ἐργάσιμα τὰ εἰς τρία ἔτη πεπραμένα καὶ τὰ πραθέντα μέταλλα τά τ᾿ ἐργάσιμα τὰ εἰς τρία ἔτη πεπραμένα καὶ τὰ συγκεχωρημένα τὰ εἰς — ἔ[τη] πεπραμένα.
They lease out all leases, and sell the mines, and in the presence of the Council, together with the treasurer of military funds and those elected for the theatrical fund (theorikon), they sell the taxes, and ratify them for whomever the Council votes by show of hands, as well as the working mines sold for three years, and the conceded mines sold for [some] years.
καὶ τὰς οὐσίας τῶν ἐξ Ἀ ρείου πάγου φευγόντων καὶ τῶν ἄλλων ἐναν[τίον τῆς] βουλῆς πωλοπυσιν, κατακυροῦσι δ᾿ οἱ θݲ ἄρχοντες.
They also sell the property of those exiled by the Areopagus and of others in the presence of the Council, and the nine archons ratify these.
καὶ τὰ τέλη τὰ εἰς ἐνιαυτ[ὸ]ν πεπραμένα ἀναγράψαντες εἰς λελυκωμένα γραμματεῖς τόν τε πριάμενον καὶ [ὅσου] ἄν πρίηται τῇ βουλῇ παραδιδόασιν.
And having written down on whitened tablets the taxes sold for a year, they hand over to the Council the purchaser and the price for which he purchased them.
ἀναγράφουσιν δὲ χωρὶς μὲν οὕς δεῖ κατὰ πρ[υτ]ανείαν ἑκάστην καταβάλλειν εἰς δέκα γραμματεῖα, χωρὶς δὲ οὕς τρὶς τοῦ [ἐ]νιαυτοῦ, γραμματεῖον κατὰ τὴν καταβολὴν ἑκάστην ποιήσαντες, χωρὶς δ᾿ οὕς [ἐπ]ὶ τῆς ἐνάτης πρυτανείας.
They write down separately those who must make their payments in each prytany on ten tablets, and separately those who must pay three times a year, making a tablet for each payment, and separately those who must pay in the ninth prytany.
ἀνγράφουσι δὲ καὶ τὰ χωρία καὶ τὰς οἰκίας τἀ[πο]γρα[φ]έντα καὶ πραθέντα ἐν τῷ δικαστηρίῳ· καὶ γὰρ ταῦθ’ οὗτοι πωλ[οῦσιν.
They also write down the lands and houses registered and sold in the court; for these too they sell.
ἐστὶ] δὲ τῶν μὲν οἰκιῶν ἐν εݲ ἔτεσιν ἀνάγκη τὴν τιμὴν ἀποδοῦναι, τῶν δὲ χωρίων ἐν δέκα· καταβάλλουσιν δὲ ταῦτα ἐπὶ τῆς ἐνάτης πρυτανείας.
For houses it is necessary to pay the price within five years, and for lands within ten; and they pay these in the ninth prytany.
εἰσφέρει δὲ καὶ ὁ βασιλεὺς τὰς μισθώσεις τῶν τεμενῶν ἀναγράψας ἐν γραμματεί[οις λε]λε[υ]κωμένοις.
The King (Basileus) also brings in the leases of sacred precincts, having written them on whitened tablets.
ἐστὶ δὲ καὶ τούτων ἡ μὲν μίσθωσις εἰς ἔτη δέκα, καταβάλλεται δ’ ἐπὶ τῆς [θ] πρυτανείας· καὶ πλεῖστα χρήματα ἐπὶ ταύτης συλλέγεται τῆς πρυ[τ]ανείας.
For these too, the lease is for ten years, and it is paid in the ninth prytany; and most money is collected in this prytany.
εἰσφέρεται μὲν οὖν εἰς βουλὴν τὰ γραμματεῖα κ[ατὰ] τὰς καταβολὰς ἀναγεγραμμένα, τηρεῖ δ’ δημόσιος·
Therefore, the tablets written according to the payments are brought to the Council, and the public slave keeps them.
ὅταν δ’ ᾖ χρημάτων κατα]βολή, παραδίδωσι τοῖς ἀποδέκταις δέκταις αὐτὰ ταῦτα καθελ[ὼν] ἀπ[ὸ τῶν] ἐπιστυλίων ὧν ἐν ταύτῃ τῇ ἡμέρᾳ δεῖ τὰ χρήματα καταβληθ[ῆν]αι κ[αὶ ἀ]παλεφθῆναι· δ’ τὰ ἄλλα ἀπόκειται χωρὶς ἵνα μὴ προεξαλε[φθῇ].
And when there is a payment of money, taking down from the shelves those very tablets on which on that day the money must be paid and erased, he hands them over to the receivers (apodektai); but the others are kept separately so that they may not be erased beforehand.
§48XLVIII. εἰσὶ] δ’ ἀποδέκται δέκα, κεκληρωμένοι κκτὰ φυλάς·
And the receivers (apodektai) are ten, allotted by tribes.
οὗτοι δὲ παραλαβόντες τὰ [γρα]μματεῖα ἀπαλείφουσι τὰ καταβαλλόμενα χρήματα ἐναντίον τ[ῆς βουλῆς] ἐν τῷ βουλευτηρίῳ, καὶ πάλιν ἀποδιδόασιν τὰ γραμματεῖα τ[ῷ δη]μοσίῳ·
These, having received the tablets, erase the paid funds in the presence of the Council in the council-chamber, and return the tablets again to the public slave.
κἄν τις ἐλλίπῃ καταβολήν, ἐνταῦθ’ ἐγγέγραπται, καὶ διπλά[σιον ἀ]νάγκη τὸ ἐλλ]ειφθὲν καταβάλλειν ἢ δεδέσθαι, καὶ ταῦτα εἰσπράτ[ τειν ἡ βο]υλὴ καὶ δῆσαι κυ]ρία κατὰ τοὺς νόμους ἐστίν.
And if anyone defaults on a payment, it is registered there, and it is necessary to pay double the amount defaulted or be imprisoned, and the Council has the sovereign power to collect this and to imprison according to the laws.
τῇ μὲv οὖν προτεραίᾳ δέχονται τὰς π[άσα]ς καὶ μερίζουσι ταῖς ἀρχαῖς, τῇ δ’ ὑστεραίᾳ τόν τε μερισμὸν εἰσ[φέρου]σι γράψαντες ἐν σανίδι καὶ καταλέγουσιν ἐν τῷ βουλευτρίῳ καὶ προ[τιθ]έασιν ἐν τῇ βουλῇ, εἴ τίς τινα οἶδεν ἀδικοῦντα περὶ τὸν μερισμ[ὸν ἢ ἄρ]χοντα ἢ ἰδιώτην, καὶ γνώμας ἐπιψηφίζουσιν, ἐάν τίς τι δοκῇ ἀδικ[εῖν.
Indeed, on the previous day they receive all the portions and distribute them to the offices, and on the following day they bring in the distribution, having written it on a wooden board, and declare it in the council-chamber, and put it forward in the Council, if anyone knows of anyone, either a magistrate or a private individual, committing an offense regarding the distribution, and they vote on proposals if anyone seems to be committing an offense.
κ]ληροῦσι δὲ καὶ λογιστὰς εξ αὑτῶν οἱ βουλευταὶ δέκα τοὺς λογιουμένους τ[αῖς ἀρ]χαῖς κατὰ τὴν πρυτανείαν ἑκάστην.
And the councilors also allot ten auditors (logistai) from their own number to audit the accounts of the offices in each prytany.
κληροῦσι δὲ καὶ εὐθύνους ἕνα τῆς φυ[λῆς ἑ]κάστης, καὶ παρέδρους β ἑκάστῳ τῶν εὐθύνων, οἷς ἀναγκαῖόν ἐστι ταῖς α. . . . . αις κατὰ τὸν ἐπώνυμον τὸν τῆς φυλῆς ἑκάστης καθῆσθαι·
And they also allot one examiner (euthynos) for each tribe, and two assessors (paredroi) to each of the examiners, for whom it is necessary to sit during the market days at the eponym of each tribe.
κἄν τις βούλ[ηταί] τινι τῶν τὰς εὐθύνας ἐν τῷ δικαστηρίῳ δεδωκότων ἐντὸς γݲ ἡ[μερῶν ἀφ’] ἧς ἔδωκε τὰς εὐθύνας ἄν τ’ ἄν τε δ[η]μο[σί]α[ν] ἐμβαλέσθαι, γράψας εἰς πινάκιον λελευκωμένον μένον τοὔνομα τό [θ᾿ αὑτο]ῦ καὶ τὸ τοῦ φεύγοντος καὶ τὸ ἀδίκημ’ ὅ τι ἐγκαλῇ, καὶ τίμημα ἐ[πιγραψ]άμενος ὅ τι ἂν αὐτῷ δοκῇ δίδωσιν τῷ εὐθύνῳ.
And if anyone wishes, against any of those who have rendered accounts in the court, within three days from when he rendered accounts, to file a charge, whether private or public, having written on a whitened tablet his own name, that of the defendant, the offense he charges, and having assessed whatever penalty seems fit to him, he gives it to the examiner.
ὁ δὲ λαβὼν τοῦτο καὶ ἀν[αγνού]ς, ἐὰν μὲν καταγνῷ παραδίδωσιν τὰ μὲν ἴδια τοῖς δικασταῖς τοῖς κατὰ δήμ[ους τοῖς] τὴν φυλὴν ταύτην εἰσάγουσιν, τὰ δὲ δημόσια τοῖς θεσμοθέτα[ις ἀ]ναγράφει.
And he, having received and read it, if he finds him guilty, delivers the private cases to the local judges who bring in cases for this tribe, and registers the public cases for the thesmothetai.
οἱ δὲ θεσμοθέται, ἐὰν παραλάβωσιν, πάλιν εἰσάγουσιν [ταύτην τὴν] εὔθυναν εἰς τὸ δικαστήριον, καὶ τι ἢν γνῶσιν οἱ δικαστ[αί, τοῦτο κύ]ριόν ἐστιν.
The thesmothetai, if they receive them, bring this audit back into the court, and whatever the jurors decide is sovereign.
