This man, having received a nature sufficiently endowed for leadership and having possessed many great advantages from fortune, when it happened that Tarquinius died, having been plotted against by the sons of Ancus Marcius who wished to recover their father's power (as I have shown in the preceding narrative), thinking himself called to the kingship by the circumstances themselves, being an active man, did not let the opportunity slip from his hands.
She who helped to establish the dominion for him and became the cause of all these benefits was the wife of the deceased king, assisting her own son-in-law and knowing from many prophecies that it was fated for that man to rule the Romans.
It happened that she had a young son who had died not long before, and two infant children left by him.
Reflecting on the desolation of her house and being in great fear lest the Marcii, having seized the power, should make away with the children and destroy all the royal kindred, she first ordered the gates of the palace to be shut and stationed guards over them, commanding that no one should pass either in or out; then, having ordered all the others to leave the room in which they had laid Tarquinius half-dead, keeping Okrisia, Tullius, and the daughter who lived with Tullius, and having ordered the children to be brought by their nurses, she said to them: 'Tullius, our king Tarquinius, under whom you received your upbringing and education, and who honored you above all his friends and relatives, having suffered an impious fate, has fulfilled his destiny, without making any disposition concerning his private affairs or leaving any instructions regarding public and political matters, and not even being able to bid farewell to any of us or to speak his last greetings.
And these miserable children are left desolate and orphans, running no small danger for their lives; for if the affairs of the state fall into the hands of the Marcii, who slew their grandfather, they will perish in the most pitiable manner by their hands.
Nor will life be safe even for you, to whom Tarquinius betrothed his daughters, passing those men by, if his murderers secure the power; nor for his other friends and relatives, nor for us wretched women; but they will attempt, both openly and secretly, to destroy us all.
Therefore, reflecting on these things, we must not permit those impious men who killed him and are enemies to us all to acquire so great a power, but we must oppose and prevent them, employing for the present deceit and guile; for of these there is need at the moment.
But when our first steps succeed according to our mind, then we will also go against them openly with all our strength and with arms, if indeed there should be need of these.
But there will be no need of them if we are willing to do now what is necessary.
§4.4.6τίνα δὲ ταῦτʼ ἐστί;
And what are these things?
First, let us conceal the death of the king and cause it to be reported to all that he has no mortal wound, and let the physicians say that they will restore him to health in a few days.
Then, I will go out into the open and tell the crowd, as if Tarquinius had indeed charged me to say so, that he appoints one of his two sons-in-law, naming you, Tullius, to be the administrator and guardian of both his private affairs and those of the public until he himself recovers from his wounds.
And this will not be unwelcome to the Romans, but they will wish the city to be governed by you, by whom it has often already been governed in the past.
And when we have dispersed the present danger (for none of the enemies will have any power while the king is reported to be alive), you, taking both the rods and the authority of arms, summon those who plotted to kill Tarquinius before the people, beginning with the sons of Marcius, and bring them to trial.
And having punished all of them, with death if they submit to the trials, or with perpetual banishment and confiscation of their property if they leave the trials undefended (which I think they will rather do), establish your power, winning over the multitude by affable conversations, having great care that no injustice is done, and winning the needy citizens by certain benefits and gifts.
Afterwards, when it seems to us to be the proper time, then let us say that Tarquinius has died and let us perform his funeral rites openly.
And you, Tullius, having been brought up and educated by us, and having shared in all the benefits that sons receive from a father and mother, and living with our daughter, if indeed you become king of the Romans with my assistance also in this matter, are bound to show a father's goodwill to these children; and when they come to manhood and are capable of managing public affairs, to appoint the elder of them as leader of the Romans.'
