§10.33.1ὁ δὲ μετὰ τοῦτον, ἐν ᾧ τὴν ὕπατον ἀρχὴν παρειλήφεσαν Τίτος Ῥωμίλιος καὶ Γάιος Οὐετούριος, δήμαρχοι δʼ ἦσαν οἱ περὶ Λεύκιον Ἰκίλλιον τὸ δεύτερον ἄρχειν ἑξῆς αἱρεθέντες, οὐχ ἁπλοῦς, ἀλλὰ ποικίλος τις ἐγένετο καὶ μεγάλων μεστὸς πραγμάτων.
The year after this, in which Titus Romilius and Gaius Veturius assumed the consulship, and the tribunes were those around Lucius Icilius, elected in succession to govern for the second time, was not simple, but rather eventful and full of great events.
ἥ τε γὰρ πολιτικὴ στάσις ἤδη μεμαράνθαι δοκοῦσα ὑπὸ τῶν δημάρχων πάλιν ἀνεκινεῖτο, καὶ πόλεμοί τινες ἐκ τῶν ἀλλοεθνῶν ἀνέστησαν, οἳ κακὸν μὲν οὐθὲν διαθεῖναι τὴν πόλιν ἠδυνήθησαν, οὐ μικρὰν δὲ ὠφέλειαν τὸ στασιάζον ἀνελόντες ἐξ αὐτῆς.
For the civil discord, which seemed already to have died down, was stirred up again by the tribunes, and some wars arose from foreign nations, which were able to do no harm to the city, but brought no small benefit by removing the discord from it.
§10.33.2ἐγκύκλιον γὰρ δὴ τοῦτο καὶ ἐν ἔθει ἦν ἤδη τῇ πόλει πολεμουμένῃ μὲν ὁμονοεῖν, εἰρήνην δὲ ἀγούσῃ στασιάζειν.
For this indeed was cyclical and already customary for the city: to be in harmony when at war, but to be at discord when enjoying peace.
τοῦτο συνιδόντες ἅπαντες οἱ τὰς ὑπάτους ἀρχὰς παραλαβόντες κατʼ εὐχὰς μὲν εἴ τις ἔξωθεν ἐπανασταίη πόλεμος ἐλάμβανον· ἡσυχαζόντων δὲ τῶν ἀντιπάλων αὐτοὶ κατεσκεύαζον ἐγκλήματα καὶ προφάσεις πολέμων, ἅτε ὁρῶντες διὰ μὲν τοὺς πολέμους μεγάλην καὶ εὐδαίμονα γινομένην τὴν πόλιν, διὰ δὲ §10.33.3τὰς στάσεις ταπεινὴν καὶ ἀσθενῆ.
Perceiving this, all who assumed the consulship welcomed it as if by prayer if any war arose from the outside; but when their adversaries remained quiet, they themselves contrived charges and pretexts for war, seeing that through wars the city became great and prosperous, but through discord humble and weak.
οἷς ὅμοια γνόντες οἱ τότε ὕπατοι στρατιὰν ἐξάγειν ἔκριναν ἐπὶ τοὺς πολεμίους δεδοικότες, μή τι διὰ τὴν εἰρήνην ἄρξωνται ταράττειν ἀργοὶ καὶ πένητες ἄνθρωποι, τοῦτο μὲν ὀρθῶς ἰδόντες, ὅτι δεῖ περισπᾶσαι τὸν ὄχλον ἐπὶ τοὺς ἔξω πολέμους, τὸ δὲ μετὰ τοῦτο οὐκ ὀρθῶς.
Having reached a similar decision, the consuls of that time resolved to lead the army against the enemy, fearing lest, because of the peace, idle and poor men might begin to cause trouble. In this they saw correctly, that they ought to divert the crowd to foreign wars, but in what followed they did not act correctly.
δέον γὰρ αὐτοὺς ὡς ἐν νοσούσῃ πόλει μετρίαις χρῆσθαι ταῖς στρατολογίαις ἐπὶ τὸ βίᾳ προσαναγκάζειν τοὺς ἀπειθοῦντας ἐτράποντο, οὔτε παραίτησιν οὔτε συγγνώμην οὐδενὶ διδόντες οὐδεμίαν, ἀλλὰ ταῖς ἐκ τῶν νόμων τιμωρίαις εἴς τε τὰ σώματα καὶ τὰς οὐσίας αὐτῶν πικρῶς χρώμενοι.
For whereas they ought, as in a diseased city, to have employed moderate enlistments, they turned to forcing by violence those who disobeyed, granting neither excuse nor pardon to anyone, but bitterly employing the punishments of the laws against both their bodies and their property.
§10.33.4ταῦτα ποιούντων αὐτῶν ἀφορμὴν αὖθις εἰλήφεσαν οἱ δήμαρχοι τοῦ δημαγωγεῖν τὰ πλήθη· καὶ συναγαγόντες εἰς ἐκκλησίαν τά τʼ ἄλλα τῶν ὑπάτων κατεβόων, καὶ ὅτι πολλοὺς τῶν πολιτῶν ἐκέλευσαν εἰς τὸ δεσμωτήριον ἀπάγειν τὴν δημαρχικὴν ἐξουσίαν ἐπικαλεσαμένους, τῆς τε στρατολογίας ἀπολύειν ἔφασαν αὐτοὶ δὴ μόνοι ἐξουσίαν ἐκ τῶν νόμων ἔχοντες.
When they did this, the tribunes again found an opportunity for leading the multitude; and having assembled them into an assembly, they decried, among other things, the actions of the consuls, and especially that they had ordered many of the citizens who invoked the tribunician power to be led away to prison, and they asserted that they themselves alone had the authority from the laws to exempt them from the enlistment.
ὡς δʼ οὐθὲν ἐπέραινον, ἀλλʼ ἐπιστρεφεστέρας ἔτι τὰς καταγραφὰς ἑώρων γινομένας, §10.33.5ἔργοις κωλύειν ἐπεβάλλοντο.
But when they accomplished nothing, but saw the enrollments becoming still more rigorous, they set about preventing them by deeds.
ἀμυνομένων δὲ τῶν ὑπάτων καὶ τῷ κράτει τῆς ἀρχῆς ἐρεθισμοί τέ τινες ἐγίνοντο καὶ χειρῶν ἐπιβολαί.
And when the consuls defended themselves and with the power of their office, there arose some provocations and laying on of hands.
συνηγωνίζετο δὲ τοῖς μὲν ὑπάτοις ἡ τῶν πατρικίων νεότης, τοῖς δὲ δημάρχοις ὁ πένης καὶ ἀργὸς ὄχλος.
And the youth of the patricians fought on the side of the consuls, while the poor and idle crowd fought on the side of the tribunes.
§10.33.6ἐκείνην μὲν οὖν τὴν ἡμέραν παρὰ πολὺ κρείττους ἐγένοντο τῶν δημάρχων οἱ ὕπατοι, ταῖς δʼ ἑξῆς ἡμέραις πλείονος ὄχλου συρρέοντος εἰς τὴν πόλιν ἐκ τῶν ἀγρῶν, δόξαντες οἱ δήμαρχοι προσειληφέναι χεῖρα ἀξιόμαχον ἐκκλησίας τε συνεχεῖς ἐποιοῦντο καὶ τοὺς ὑπηρέτας κακῶς διακειμένους ἐκ τῶν πληγῶν ἐπεδείκνυσαν καὶ τὴν ἀρχὴν ἔλεγον ἀποθήσεσθαι, εἰ μή τις αὐτοῖς ἔσται παρὰ τοῦ δήμου βοήθεια.
On that day, indeed, the consuls proved far superior to the tribunes; but on the following days, as a larger crowd streamed into the city from the country, the tribunes, thinking they had acquired an adequate force, held continuous assemblies, displayed their attendants in a miserable state from the blows, and said they would resign their office unless some assistance should be given to them by the people.
