§17οὐκοῦν εἰ δεῖ πείθεσθαι ταῖς κοιναῖς ὁμολογίαις, καθάπερ οὗτοί φασιν, ἔκσπονδοι ἡμῖν εἰσιν αὗται αἱ πόλεις αἱ ταῦτα διαπεπραγμέναι.
Therefore, if we must obey the common agreements, as these men say, these cities which have committed these acts are excluded from the treaty for us.
εἰ μὲν οὖν δεῖ ἐπικρύπτεσθαι τἀληθῆ, οὐδὲν δεῖ λέγειν ὅτι εἰσὶν αἱ Μακεδονικαί· εἰ δʼ οὐκ ἀνιᾶσιν οἱ καθʼ ὑμῶν τῷ Μακεδόνι ὑπηρέται προστάττοντες πράττειν τὰ ἐν ταῖς κοιναῖς ὁμολογίαις, πεισθῶμεν αὐτοῖς, ἐπειδὴ τὰ δίκαια λέγουσι, καί, καθάπερ κελεύει ὁ ὅρκος, ἐκσπόνδους αὐτοὺς ποιήσαντες βουλευσώμεθα πῶς δεῖ χρῆσθαι τοῖς δεσποτικῶς καὶ ἀσελγῶς διακειμένοις καὶ διὰ τέλους τὰ μὲν ἐπιβουλεύουσι, τὰ δʼ ἐπιτάττουσι, καὶ καταγελῶσι τῆς κοινῆς εἰρήνης.
If indeed we must conceal the truth, there is no need to say that they are the Macedonian ones; but if those who serve the Macedonian against you do not cease commanding us to do what is in the common agreements, let us obey them, since they speak what is just, and, having excluded them from the treaty as the oath commands, let us deliberate how we must deal with those who are disposed in a masterly and insolent manner, and who continually plot on one hand, and command on the other, and mock the common peace.
§18διὰ τί γὰρ οὐ φήσουσιν οὗτοι δεῖν ταῦθʼ οὕτως ἔχειν;
For why will these men say that these things should not be so?
ἢ ὁμολογίαν τὴν μὲν κατὰ τῆς πόλεως οὖσαν βεβαίαν ἀξιοῦσιν εἶναι, τὴν δὲ σῴζουσαν οὐ συγχωρήσουσιν;
Or do they demand that the agreement which is against the city should be valid, but will not allow the one that saves it?
ἆρα δίκαιον ταῦτα γίγνεσθαι;
Is it just for these things to happen?
κἂν μέν τι ᾖ πρὸς τῶν ἐχθρῶν κατὰ τῆς πόλεως ἐν τοῖς ὅρκοις, τοῦτο μὲν ἰσχυρὸν ἀεὶ ποιήσουσιν· ἐὰν δέ τι ἡμέτερον ᾖ κατʼ ἐκείνων ἅμα δίκαιον καὶ συμφέρον, πρὸς τοῦτο δὲ μαχομένους οὐδέποτε παύσασθαι οἰήσονται δεῖν ἑαυτούς;
And if there is something in the oaths in favor of the enemies and against the city, will they always make this valid; but if there is something of ours against them, at once just and advantageous, do they think that they themselves must never cease fighting against this?
§19ἵνα δʼ εἰδῆτʼ ἔτι σαφέστερον ὅτι οὐδεὶς ὑμῖν ἐγκαλεῖ ποτε τῶν Ἑλλήνων ὡς ἄρα παρέβητέ τι τῶν κοινῇ ὁμολογηθέντων, ἀλλὰ καὶ χάριν ἕξουσιν ὅτι μόνοι ἐξηλέγξατε τοὺς ταῦτα ποιοῦντας, μικρὰ ἐπιδραμοῦμαι περὶ αὐτῶν πολλῶν ὄντων.
And so that you may know still more clearly that none of the Greeks will ever accuse you of having transgressed any of the common agreements, but will even be grateful that you alone have exposed those who do these things, I will run briefly over them, though they are many.
ἔστι γὰρ δήπου ἐν ταῖς συνθήκαις τὴν θάλατταν πλεῖν τοὺς μετέχοντας τῆς εἰρήνης, καὶ μηδένα κωλύειν αὐτοὺς μηδὲ κατάγειν πλοῖον μηδενὸς τούτων· ἐὰν δέ τις παρὰ ταῦτα ποιῇ, πολέμιον εἶναι πᾶσι τοῖς τῆς εἰρήνης μετέχουσιν.
For surely it is written in the treaties that those sharing in the peace may sail the sea, and that no one may prevent them or bring to port the ship of any of them; and if anyone acts contrary to these things, he is to be an enemy to all who share in the peace.
§20οὐκοῦν, ὦ ἄνδρες Ἀθηναῖοι, ἐναργέστατα ἑοράκατε τοῦθʼ ὑπὸ τῶν Μακεδόνων γεγενημένον· εἰς τοῦτο γὰρ ὑπεροψίας ἦλθον ὥστε εἰς Τένεδον ἅπαντα τὰ ἐκ τοῦ Πόντου πλοῖα κατήγαγον, καὶ σκευωρούμενοι περὶ αὐτὰ οὐ πρότερον ἀνεῖσαν, πρὶν ὑμεῖς ἐψηφίσασθε τριήρεις ἑκατὸν πληροῦν καὶ καθέλκειν εὐθὺς τότε, καὶ στρατηγὸν ἐπʼ αὐταῖς ἐτάξατε Μενεσθέα.
Therefore, O men of Athens, you have seen this most clearly done by the Macedonians; for they reached such a pitch of arrogance that they brought all the ships from the Pontus into Tenedos, and, making trouble about them, they did not release them before you voted to fit out one hundred triremes and launch them immediately then, and appointed Menestheus as general over them.
§21πῶς οὖν οὐκ ἄτοπον τοσαῦτα μὲν εἶναι καὶ τηλικαῦτα τὰ ἡμαρτημένʼ ἑτέροις, τοὺς δʼ ἐνταῦθα φίλους αὐτῶν μὴ ἐκείνους ἀποτρέπειν τοὺς παραβαίνοντας, ἀλλʼ ὑμῖν συμβουλεύειν ἐμμένειν τοῖς οὕτως ὠλιγωρημένοις;
How then is it not absurd that while the wrongs committed by others are so many and so great, their friends here do not turn those transgressors aside, but advise you to abide by the treaties that have been so disregarded?
ὥσπερ καὶ τούτου προσγεγραμμένου, τοῖς μὲν ἐξεῖναι πλημμελεῖν, τοῖς δὲ μηδʼ ἀμύνεσθαι.
As if this too had been additionally written: that it is permitted for some to commit offenses, but for others not even to defend themselves.
§22πῶς δʼ οὐχ ἅμα τε παρενόμουν ἐκεῖνοι καὶ ἀναίσθητοι ἦσαν, οἵ γε τηλικοῦτον παρέβησαν τῶν ὅρκων, ὃ παρʼ ἐλάχιστον ἐποίησεν αὐτοὺς ἀφαιρεθῆναι δικαίως τὴν κατὰ θάλατταν ἡγεμονίαν;
And how were they not at once breaking the law and senseless, who transgressed the oaths to such an extent that it almost caused them to be justly deprived of their hegemony at sea?
καὶ νῦν ἔτι παραδεδώκασι τοῦτο τὸ δίκαιον ἀνεγκλήτως ἡμῖν, ὅταν βουληθῶμεν πράττειν· οὐ γὰρ ὅτι ἐπαύσαντʼ ἐξαμαρτάνοντες, ἧττόν τι δήπου παραβεβήκασι τὰς κοινὰς ὁμολογίας.
And even now they have surrendered this right to us without charge, whenever we wish to enforce it; for surely they have not transgressed the common agreements any less because they have ceased committing offenses.
§23ἀλλʼ εὐτυχοῦσιν, ὅτι ἐναποχρῶνται τῇ ὑμετέρᾳ ῥᾳθυμίᾳ τῇ οὐδὲ τῶν δικαίων ἀπολαύειν προαιρουμένῃ.
But they are fortunate, because they take full advantage of your complacency, which does not even choose to enjoy its rights.
ὃ καὶ ὑβριστικώτατον συμβέβηκεν, εἰ οἱ μὲν ἄλλοι Ἕλληνες καὶ βάρβαροι ἅπαντες τὴν πρὸς ὑμᾶς ἔχθραν φοβοῦνται, οὗτοι δʼ οἱ νεόπλουτοι μόνοι καταφρονεῖν ὑμᾶς ὑμῶν αὐτῶν ἀναγκάζουσι, τὰ μὲν πείθοντες, τὰ δὲ βιαζόμενοι, ὥσπερ ἐν Ἀβδηρίταις ἢ Μαρωνείταις, ἀλλʼ οὐκ ἐν Ἀθηναίοις πολιτευόμενοι.
And this has turned out to be most insulting, if indeed all other Greeks and barbarians fear your enmity, but these newly-rich men alone force you to despise yourselves, persuading you in some matters, and forcing you in others, as if they were conducting public affairs among Abderites or Maronites, and not among Athenians.
