§17καίτοι σκοπεῖσθε πότερον κάλλιόν ἐστιν ὅπλοις ἢ λόγοις διακρίνεσθαι, καὶ πότερον αὐτοὺς εἶναι βραβευτὰς ἢ πεῖσαί τινας ἑτέρους· καὶ λογίζεσθʼ ὡς ἄλογόν ἐστιν Ἀθηναίους Θασίους μὲν καὶ Μαρωνίτας ἀναγκάσαι περὶ Στρύμης διακριθῆναι λόγοις, αὐτοὺς δὲ πρὸς ἐμὲ μὴ διαλύσασθαι περὶ ὧν ἀμφισβητοῦμεν τὸν τρόπον τοῦτον, ἄλλως τε καὶ γιγνώσκοντας ὅτι νικηθέντες μὲν οὐδὲν ἀποβαλεῖτε, κρατήσαντες δὲ λήψεσθε τὰ νῦν ὑφʼ ἡμῖν ὄντα.
And yet consider whether it is better to decide by arms or by arguments, and whether to be yourselves the judges or to persuade some others; and reflect how unreasonable it is that you Athenians forced the Thasians and Maronites to settle their dispute over Stryme by argument, but you yourselves refuse to settle with me in this way concerning the matters in dispute between us, especially when you know that if you are defeated you will lose nothing, while if you prevail you will acquire what is now in our possession.
§18πάντων δέ μοι δοκεῖ παραλογώτατον εἶναι, διότι πέμψαντος ἐμοῦ πρέσβεις ἀπὸ τῆς συμμαχίας πάσης, ἵνʼ ὦσι μάρτυρες, καὶ βουλομένου ποιήσασθαι πρὸς ὑμᾶς δικαίας ὁμολογίας ὑπὲρ τῶν Ἑλλήνων, οὐδὲ τοὺς περὶ τούτων λόγους ἐδέξασθε παρὰ τῶν πρεσβευόντων, ἐξὸν ὑμῖν ἢ τῶν κινδύνων ἀπαλλάξαι τοὺς δυσχερὲς ὑποπτεύοντάς τι καθʼ ἡμῶν, ἢ φανερῶς ἐξελέγξαι με φαυλότατον ὄντα τῶν ἁπάντων.
But of all things it seems to me most unreasonable that when I sent ambassadors from the whole alliance, in order that they might be witnesses, and when I wished to make just agreements with you on behalf of the Greeks, you did not even receive the proposals on these matters from the ambassadors, although you had the opportunity either to deliver from danger those who suspect something bad against us, or to expose me openly as the most base of all men.
§19τῷ μὲν οὖν δήμῳ ταῦτα συνέφερε, τοῖς δὲ λέγουσιν οὐκ ἐλυσιτέλει.
Now, these things were advantageous to the people, but they were not profitable to the speakers.
φασὶ γὰρ οἱ τῆς πολιτείας τῆς παρʼ ὑμῖν ἔμπειροι τὴν μὲν εἰρήνην πόλεμον αὐτοῖς εἶναι, τὸν δὲ πόλεμον εἰρήνην· ἢ γὰρ συναγωνιζομένους τοῖς στρατηγοῖς ἢ συκοφαντοῦντας ἀεί τι λαμβάνειν παρʼ αὐτῶν, ἔτι δὲ τῶν πολιτῶν τοῖς γνωριμωτάτοις καὶ τῶν ἔξωθεν τοῖς ἐνδοξοτάτοις λοιδορουμένους ἐπὶ τοῦ βήματος περιποιεῖσθαι παρὰ τοῦ πλήθους δόξαν ὡς εἰσὶ δημοτικοί.
For those who are experienced in your form of government say that peace is war to them, and war is peace; since, either by supporting the generals or by slandering them, they always receive something from them, and furthermore, by abusing on the rostrum the most notable of the citizens and the most illustrious of foreigners, they acquire a reputation with the multitude of being democratic.
§20ῥᾴδιον μὲν οὖν ἐστί μοι παῦσαι τῆς βλασφημίας αὐτοὺς μικρὰ πάνυ προεμένῳ, καὶ ποιῆσαι λέγειν ἐπαίνους ὑπὲρ ἡμῶν.
Indeed, it would be easy for me to stop their slander by parting with a very little money, and to make them speak praises on our behalf.
ἀλλʼ αἰσχυνοίμην ἄν, εἰ τὴν πρὸς ὑμᾶς εὔνοιαν παρὰ τούτων φαινοίμην ὠνούμενος, οἳ πρὸς τοῖς ἄλλοις εἰς τοῦτο τόλμης ἥκουσιν ὥστε καὶ περὶ Ἀμφιπόλεως πρὸς ἡμᾶς ἀμφισβητεῖν ἐπιχειροῦσιν, ὑπὲρ ἧς τῶν ἀντιποιουμένων αὐτῆς οἶμαι πολὺ δικαιότερα λέγειν αὐτός.
But I should be ashamed if I appeared to buy your goodwill from those who, in addition to their other audacities, have reached such a pitch of daring that they even attempt to dispute with us concerning Amphipolis, on behalf of which I think that I myself speak with far greater justice than those who lay claim to it.
§21εἴτε γὰρ τῶν ἐξ ἀρχῆς κρατησάντων γίγνεται, πῶς οὐ δικαίως ἡμεῖς αὐτὴν ἔχομεν, Ἀλεξάνδρου τοῦ προγόνου πρώτου κατασχόντος τὸν τόπον, ὅθεν καὶ τῶν αἰχμαλώτων Μήδων ἀπαρχὴν ἀνδριάντα χρυσοῦν ἀνέστησεν εἰς Δελφούς;
For if it belongs to those who originally conquered it, how do we not possess it justly, since my ancestor Alexander was the first to occupy the place, whence he set up a golden statue in Delphi as a firstfruit of the captive Medes?
εἴτε τούτων μὲν ἀμφισβητήσειέ τις, ἀξιοῖ δὲ γίγνεσθαι τῶν ὕστερον γενομένων κυρίων, ὑπάρχει μοι καὶ τοῦτο τὸ δίκαιον· ἐκπολιορκήσας γὰρ τοὺς ὑμᾶς μὲν ἐκβαλόντας, ὑπὸ Λακεδαιμονίων δὲ κατοικισθέντας, ἔλαβον τὸ χωρίον.
Or if anyone should dispute this, and claim that it belongs to those who later became its masters, this right also belongs to me; for having besieged and reduced those who expelled you and were settled there by the Lacedaemonians, I captured the place.
§22καίτοι πάντες οἰκοῦμεν τὰς πόλεις ἢ τῶν προγόνων παραδόντων ἢ κατὰ πόλεμον κύριοι καταστάντες.
And yet we all inhabit our cities either because our ancestors delivered them to us or because we became their masters by war.
ὑμεῖς δʼ οὔτε πρῶτοι λαβόντες οὔτε νῦν ἔχοντες, ἐλάχιστον δὲ χρόνον ἐν τοῖς τόποις ἐμμείναντες, ἀντιποιεῖσθε τῆς πόλεως, καὶ ταῦτα πίστιν ὑπὲρ ἡμῶν αὐτοὶ βεβαιοτάτην ἐπιθέντες· πολλάκις γὰρ ἐμοῦ γράφοντος ἐν ταῖς ἐπιστολαῖς ὑπὲρ αὐτῆς, ἐγνώκατε δικαίως ἔχειν ἡμᾶς, τότε μὲν ποιησάμενοι τὴν εἰρήνην ἔχοντος ἐμοῦ τὴν πόλιν, κᾆτα συμμαχίαν ἐπὶ ταῖς αὐταῖς ὁμολογίαις.
But you, who were neither the first to capture it nor possess it now, and who remained in those places for the shortest time, lay claim to the city, and that too after you yourselves have established the strongest assurance on our behalf; for when I wrote many times in my letters concerning it, you acknowledged that we held it justly, since you made peace at a time when I possessed the city, and then an alliance on the same agreements.
§23καίτοι πῶς ἂν ἑτέρα γένοιτο βεβαιοτέρα ταύτης κτῆσις, τῆς τὸ μὲν ἐξ ἀρχῆς καταλειφθείσης ἡμῖν ὑπὸ τῶν προγόνων, πάλιν δὲ κατὰ πόλεμον ἐμῆς γεγενημένης, τρίτον δὲ συγχωρηθείσης ὑφʼ ὑμῶν τῶν εἰθισμένων ἀμφισβητεῖν καὶ τῶν οὐδὲν ὑμῖν προσηκόντων;
And yet how could there be another possession more secure than this, which was first left to us by our ancestors, secondly became mine by war, and thirdly was conceded by you, who are accustomed to dispute even what in no way belongs to you?
ἃ μὲν οὖν ἐγκαλῶ, ταῦτʼ ἐστίν· ὡς δὲ προϋπαρχόντων καὶ διὰ τὴν ἐμὴν εὐλάβειαν μᾶλλον ἤδη τοῖς πράγμασιν ἐπιτιθεμένων καὶ καθʼ ὅσον ἂν δύνησθε κακοποιούντων ὑμῶν, ἀμυνοῦμαι μετὰ τοῦ δικαίου, καὶ μάρτυρας τοὺς θεοὺς ποιησάμενος διαλήψομαι περὶ τῶν καθʼ ὑμᾶς.
Now, these are the complaints I make; and since you are the aggressors, and because of my forbearance are now rather attacking our interests and doing all the harm you can, I shall defend myself with justice, and making the gods my witnesses, I shall decide concerning your affairs.
