§7ἔστι γὰρ δέος μήποθʼ ὡς ἀμυνούμεθα γράψας τις καὶ συμβουλεύσας εἰς τὴν αἰτίαν ἐμπέσῃ τοῦ πεποιηκέναι τὸν πόλεμον.
For there is a fear lest someone, by drafting a proposal and advising how we should defend ourselves, may fall into the accusation of having caused the war.
. §8εἰ μὲν οὖν ἔξεστιν εἰρήνην ἄγειν τῇ πόλει καὶ ἐφʼ ἡμῖν ἐστι τοῦτο, ἵνʼ ἐντεῦθεν ἄρξωμαι, φήμʼ ἔγωγʼ ἄγειν ἡμᾶς δεῖν, καὶ τὸν ταῦτα λέγοντα γράφειν καὶ πράττειν καὶ μὴ φενακίζειν ἀξιῶ·
If, therefore, it is possible for the city to maintain peace and if this is in our power, to start from this point, I for my part say that we ought to maintain peace, and I demand that the one who says this should draft the motion, act upon it, and not deceive us.
εἰ δʼ ἕτερος τὰ ὅπλʼ ἐν ταῖς χερσὶν ἔχων καὶ δύναμιν πολλὴν περὶ αὑτὸν τοὔνομα μὲν τὸ τῆς εἰρήνης ὑμῖν προβάλλει, τοῖς δʼ ἔργοις αὐτὸς τοῖς τοῦ πολέμου χρῆται, τί λοιπὸν ἄλλο πλὴν ἀμύνεσθαι;
But if another man, with weapons in his hands and a large force around him, holds out to you the name of peace while he himself employs the deeds of war, what else is left but to defend ourselves?
φάσκειν δʼ εἰρήνην ἄγειν εἰ βούλεσθε, ὥσπερ ἐκεῖνος, οὐ διαφέρομαι.
And if you wish to say that you are maintaining peace, just as he does, I do not object.
§9εἰ δέ τις ταύτην εἰρήνην ὑπολαμβάνει, ἐξ ἧς ἐκεῖνος πάντα τἄλλα λαβὼν ἐφʼ ἡμᾶς ἥξει, πρῶτον μὲν μαίνεται, ἔπειτʼ ἐκείνῳ παρʼ ὑμῶν, οὐχ ὑμῖν παρʼ ἐκείνου τὴν εἰρήνην λέγει·
But if anyone supposes that this is peace, under which he, having taken everything else, will come upon us, first of all he is mad, and secondly, he speaks of a peace from you to him, not from him to you.
τοῦτο δʼ ἐστὶν ὃ τῶν ἀναλισκομένων χρημάτων πάντων Φίλιππος ὠνεῖται, αὐτὸς μὲν πολεμεῖν ὑμῖν, ὑφʼ ὑμῶν δὲ μὴ πολεμεῖσθαι.
And this is what Philip is purchasing with all the money he spends: that he himself should make war on you, but not be made war upon by you.
§10καὶ μὴν εἰ μέχρι τούτου περιμενοῦμεν, ἕως ἂν ἡμῖν ὁμολογήσῃ πολεμεῖν, πάντων ἐσμὲν εὐηθέστατοι·
Furthermore, if we are going to wait until he admits he is making war on us, we are the most simple-minded of all.
οὐδὲ γὰρ ἂν ἐπὶ τὴν Ἀττικὴν αὐτὴν βαδίζῃ καὶ τὸν Πειραιᾶ, τοῦτʼ ἐρεῖ, εἴπερ οἷς πρὸς τοὺς ἄλλους πεποίηκε δεῖ τεκμαίρεσθαι.
For not even if he marches against Attica itself and the Piraeus will he say this, if indeed we must judge by what he has done to others.
§11τοῦτο μὲν γὰρ Ὀλυνθίοις, τετταράκοντʼ ἀπέχων τῆς πόλεως στάδια, εἶπεν ὅτι δεῖ δυοῖν θάτερον, ἢ ἐκείνους ἐν Ὀλύνθῳ μὴ οἰκεῖν ἢ αὑτὸν ἐν Μακεδονίᾳ, πάντα τὸν ἄλλον χρόνον, εἴ τις αὐτὸν αἰτιάσαιτό τι τοιοῦτον, ἀγανακτῶν καὶ πρέσβεις πέμπων τοὺς ἀπολογησομένους·
For on the one hand, to the Olynthians, when he was forty stades away from their city, he said that one of two things was necessary: either they must not live in Olynthus or he himself must not live in Macedonia, though during all the previous time, if anyone accused him of any such thing, he was indignant and sent envoys to defend him.

On the other hand, he marched to the Phocians as if to allies, and it was Phocian envoys who accompanied him on his march, and among us many argued that his passage would not benefit the Thebans.
§12καὶ μὴν καὶ Φερὰς πρώην ὡς φίλος καὶ σύμμαχος εἰς Θετταλίαν ἐλθὼν ἔχει καταλαβών, καὶ τὰ τελευταῖα τοῖς ταλαιπώροις Ὠρείταις τουτοισὶ ἐπισκεψομένους ἔφη τοὺς στρατιώτας πεπομφέναι κατʼ εὔνοιαν· πυνθάνεσθαι γὰρ αὐτοὺς ὡς νοσοῦσι καὶ στασιάζουσιν, συμμάχων δʼ εἶναι καὶ φίλων ἀληθινῶν ἐν τοῖς τοιούτοις καιροῖς παρεῖναι.
Moreover, recently having come into Thessaly as a friend and ally, he has seized and holds Pherae; and most recently, to these miserable people of Oreus, he said that he had sent his soldiers to visit them out of goodwill, for he heard that they were sick and in civil strife, and that it was the duty of true allies and friends to be present in such times.
§13εἶτʼ οἴεσθʼ αὐτόν, οἳ ἐποίησαν μὲν οὐδὲν ἂν κακόν, μὴ παθεῖν δʼ ἐφυλάξαντʼ ἂν ἴσως, τούτους μὲν ἐξαπατᾶν αἱρεῖσθαι μᾶλλον ἢ προλέγοντα βιάζεσθαι, ὑμῖν δʼ ἐκ προρρήσεως πολεμήσειν, καὶ ταῦθʼ ἕως ἂν ἑκόντες ἐξαπατᾶσθε;
Do you then believe that, while he chose to deceive those who would have done no harm, but would perhaps have guarded against suffering it, rather than to force them by forewarning, he will make war on you by open declaration, and that too as long as you are willing to be deceived?
§14οὐκ ἔστι ταῦτα·
That cannot be.
καὶ γὰρ ἂν ἀβελτερώτατος εἴη πάντων ἀνθρώπων, εἰ τῶν ἀδικουμένων ὑμῶν μηδὲν ἐγκαλούντων αὐτῷ, ἀλλʼ ὑμῶν αὐτῶν τινὰς αἰτιωμένων, ἐκεῖνος ἐκλύσας τὴν πρὸς ἀλλήλους ἔριν ὑμῶν καὶ φιλονικίαν ἐφʼ αὑτὸν προείποι τρέπεσθαι, καὶ τῶν παρʼ ἑαυτοῦ μισθοφορούντων τοὺς λόγους ἀφέλοιτο, οἷς ἀναβάλλουσιν ὑμᾶς, λέγοντες ὡς ἐκεῖνός γʼ οὐ πολεμεῖ τῇ πόλει.
For he would be the most foolish of all men if, while you, the injured party, bring no charge against him, but are accusing some of yourselves, he should dissolve your mutual strife and rivalry, warning you to turn against him, and should take away the arguments of those who are in his pay, with which they delay you, saying that he is not making war on the city.
§15ἀλλʼ ἔστιν, ὦ πρὸς τοῦ Διός, ὅστις εὖ φρονῶν ἐκ τῶν ὀνομάτων μᾶλλον ἢ τῶν πραγμάτων τὸν ἄγοντʼ εἰρήνην ἢ πολεμοῦνθʼ αὑτῷ σκέψαιτʼ ἄν;
But is there, by Zeus, any man of sound mind who would judge who is maintaining peace or making war on him by words rather than by deeds?
οὐδεὶς δήπου.
Surely no one.
ὁ τοίνυν Φίλιππος ἐξ ἀρχῆς, ἄρτι τῆς εἰρήνης γεγονυίας, οὔπω Διοπείθους στρατηγοῦντος οὐδὲ τῶν ὄντων ἐν Χερρονήσῳ νῦν ἀπεσταλμένων, Σέρριον καὶ Δορίσκον ἐλάμβανε καὶ τοὺς ἐκ Σερρείου τείχους καὶ Ἱεροῦ ὄρους στρατιώτας ἐξέβαλλεν, οὓς ὁ ὑμέτερος στρατηγὸς κατέστησεν.
Therefore Philip from the beginning, just after the peace was made, when Diopithes was not yet general, nor had those now in the Chersonese been sent out, was taking Serrium and Doriscus, and was expelling the soldiers from the Serrian wall and the Sacred Mountain, whom your general had stationed there.
