§3.1τῆς δὲ πολιτείας μέγα μὲν ἔγκλημα τοῦ Περικλέους ὁ πόλεμος, λέγεται γὰρ ἐπακτὸς ὑπʼ ἐκείνου γενέσθαι Λακεδαιμονίοις ἐρίσαντος μὴ ἐνδοῦναι.
As for public administration, the war is a great charge against Pericles; for it is said to have been brought upon the Lacedaemonians by him, because he contended not to yield.
δοκῶ δὲ μηδʼ ἂν Φάβιον Μάξιμον ἐνδοῦναί τι Καρχηδονίοις, ἀλλʼ εὐγενῶς ὑποστῆναι τὸν ὑπὲρ τῆς ἡγεμονίας κίνδυνον.
But I think that not even Fabius Maximus would have yielded anything to the Carthaginians, but would have nobly withstood the danger for the sake of hegemony.
ἡ μέντοι πρὸς Μινούκιον ἐπιείκεια τοῦ Φαβίου καὶ πρᾳότης ἐλέγχει τὸν πρὸς Κίμωνα καὶ Θουκυδίδην στασιασμόν, ἄνδρας ἀγαθοὺς καὶ ἀριστοκρατικοὺς εἰς φυγὴν ὑπʼ αὐτοῦ καὶ τοὔστρακον ἐκπεσόντας.
However, the clemency and gentleness of Fabius toward Minucius exposes the factional strife of Pericles against Cimon and Thucydides, noble and aristocratic men who were driven by him into exile and ostracism.
§3.2ἀλλʼ ἥ γε δύναμις μείζων ἡ τοῦ Περικλέους καὶ τὸ κράτος, ὅθεν οὐδʼ ἄλλον εἴασεν ἐνδυστυχῆσαι τῇ πόλει κακῶς βουλευσάμενον στρατηγόν, ἀλλʼ ἢ μόνος αὐτὸν ἐκφυγὼν Τολμίδης καὶ διωσάμενος βίᾳ προσέπταισε Βοιωτοῖς οἱ δʼ ἄλλοι προσετίθεντο καὶ κατεκοσμοῦντο πάντες εἰς τήν ἐκείνου γνώμην ὑπὸ μεγέθους αὐτοῦ τῆς δυνάμεως.
But Pericles' power and authority were greater, wherefore he did not permit any other general who had planned badly to bring misfortune upon the city, except that Tolmides alone, having escaped him and forced his way, met with disaster among the Boeotians; whereas all the others agreed with and conformed to his opinion because of the greatness of his power.
§3.3Φάβιος δὲ τὸ καθʼ αὐτὸν ἀσφαλὴς ὢν καὶ ἀναμάρτητος τῷ πρὸς τὸ κωλύειν ἑτέρους ἀδυνάτῳ φαίνεται λειπόμενος.
On the other hand, Fabius, while safe and faultless as far as he himself was concerned, appears to have been deficient in his inability to restrain others.
οὐ γὰρ ἂν τοσαύταις συμφοραῖς ἐχρήσαντο Ῥωμαῖοι Φαβίου παρʼ αὐτοῖς ὅσον Ἀθήνησι Περικλέους δυνηθέντος.
For the Romans would not have experienced so many disasters if Fabius had possessed as much power among them as Pericles did at Athens.
καὶ μὴν τήν γε πρὸς χρήματα μεγαλοφροσύνην ὁ μὲν τῷ μηδὲν λαβεῖν παρὰ τῶν διδόντων, ὁ δὲ τῷ προέσθαι πολλὰ τοῖς δεομένοις ἐπεδείξατο, λυσάμενος τοῖς ἰδίοις χρήμασι τοὺς αἰχμαλώτους.
Furthermore, as for greatness of mind toward money, the one demonstrated it by taking nothing from those who offered, while the other demonstrated it by giving away much to those in need, having ransomed the captives with his own money.
§3.4πλὴν τούτων μὲν οὐ πολὺς ἦν ἀριθμός, ἀλλʼ ὅσον ἓξ τάλαντα· Περικλῆς δʼ οὐκ ἂν ἴσως εἴποι τις ὅσα καὶ παρὰ συμμάχων καὶ βασιλέων ὠφελεῖσθαι καὶ θεραπεύεσθαι παρόν, τῆς δυνάμεως διδούσης, ἀδωρότατον ἑαυτὸν καὶ καθαρώτατον ἐφύλαξεν.
However, the number of these was not great, but only six talents; but as for Pericles, one could not perhaps say from how many sources, both from allies and kings, it was possible for him to benefit and be courted, his power granting it, yet he kept himself most free from bribes and most pure.
§3.5ἔργων γε μὴν μεγέθεσι καὶ ναῶν καὶ κατασκευαῖς οἰκοδομημάτων, ἐξ ὧν ἐκόσμησεν ὁ Περικλῆς τὰς Ἀθήνας, οὐκ ἄξιον ὁμοῦ πάντα τὰ πρὸ τῶν Καισάρων φιλοτιμήματα τῆς Ῥώμης παραβαλεῖν, ἀλλʼ ἔξοχόν τι πρὸς ἐκεῖνα καὶ ἀσύγκριτον ἡ τούτων ἔσχε μεγαλουργία καὶ μεγαλοπρέπεια τὸ πρωτεῖον.
Nevertheless, for the greatness of his works and temples and the structures of buildings, with which Pericles adorned Athens, it is not worthy to compare all the competitive monuments of Rome before the Caesars together; but the grand design and magnificence of these achievements held a preeminent and incomparable supremacy over those.
