When in this manner the Council, offering no opposition, withdrew, and the other citizens made no disturbance but remained quiet, the Four Hundred entered the senate-house. For the time being, they chose by lot prytaneis from among themselves, and performed all the prayers and sacrifices to the gods that were customary upon entering office. Later, although they made major changes to the administration of the democracy (except that they did not recall the exiles, on account of Alcibiades), they ruled the city by force in all other matters.

Moreover, they sent heralds to Agis, the king of the Lacedaemonians, who was at Decelea, saying that they wished to come to terms, and that it was reasonable for him to make concessions to them rather than to the no longer trustworthy democracy.
