Fidem nostram et baptismatis gratiam et legis ecclesiasticae regulam Dominus et Deus noster Iesus Christus suo ore apostolos docens perimpleuit dicens: ite et docete gentes baptizantes eos in nomine Patris et Filii et Spiritus sancti. falsum ergo haereticorum baptisma et iniquum a nobis pellendum est et omni contestatione refutandum, de quorum ore uirus, non uita, nec gratia caelestis, sed blasphemia trinitatis exprimitur.
Eucratius of Thenae said: "Our Lord and God Jesus Christ, teaching the apostles with His own mouth, fulfilled our faith and the grace of baptism and the rule of ecclesiastical law, saying: 'Go and teach all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Spirit.' Therefore the false and wicked baptism of heretics is to be repelled by us and refuted with all protestation, from whose mouth poison, not life, nor heavenly grace, but blasphemy of the Trinity is expressed.

And therefore it is manifest that heretics coming to the church ought to be baptized with a whole and catholic baptism, so that, purified from their blasphemous presumption, they may be reformed by the glory of the Holy Spirit." Libosus of Vaga said: "In the Gospel the Lord said, 'I am the truth.' He did not say, 'I am custom.' Therefore, the truth having been manifested, let custom yield to truth, so that although in times past someone in the church did not baptize heretics, he may now begin to baptize them." Leucius of Thebeste said: "I judge that blasphemous and wicked heretics, who pluck away the holy and adorable words of the Scriptures with vain words, are to be execrated, and therefore exorcised and baptized." Eugenius of Ammedera said: "And I judge this same thing, that heretics ought to be baptized." Another Felix of Bamaccora said: "Behold, following the authority of the divine Scriptures, I judge that heretics ought to be baptized, but also those who contend that they have been baptized by schismatics.
si enim secundum cautum Christi priuatus fons noster est, intellegant cuncti ecclesiae nostrae aduersarii quia alienus esse non potest.
For if, according to the security of Christ, our fountain is private, let all adversaries of our church understand that it cannot be foreign.
nec duobus populis salutarem aquam tribuere potest ille qui unius gregis pastor est.
Nor can he who is the shepherd of one flock bestow saving water on two peoples.
et ideo manifestum est nec haereticos nec schismaticos aliquid caeleste posse suscipere, qui a peccatoribus hominibus ab ecclesia extraneis audeant accipere.
And therefore it is manifest that neither heretics nor schismatics can receive anything heavenly, who dare to receive it from sinful men who are strangers to the church.

Miror quod cum omnes confiteantur unum esse baptismum, non omnes intellegant eiusdem baptismi unitatem.
When there is no place for the giver, surely it does not profit the receiver." Another Ianuarius of Muzula said: "I wonder that, while all confess that there is one baptism, not all understand the unity of the same baptism.
ecclesia enim et haeresis duae et diuersae res sunt.
For the church and heresy are two and different things.
si haeretici habent baptisma, nos non habemus: si autem nos habemus, haeretici habere non possunt.
If heretics have baptism, we have it not; but if we have it, heretics cannot have it.
dubium autem non est ecclesiam solam baptismum Christi possidere quae sola possideat et gratiam Christi et ueritatem. §35Adelphius a Thasualthe dixit:
Sine causa quidam falso et inuidioso uerbo inpugnant uerita tam ut rebaptizare nos dicant, quando ecclesia haereticos non rebaptizet, sed baptizet.
But there is no doubt that the church alone possesses the baptism of Christ, which alone possesses both the grace of Christ and the truth." Adelphius of Thasualthe said: "Without cause, some with a false and envious word attack the truth to say that we rebaptize, when the church does not rebaptize heretics, but baptizes them." Demetrius of Leptiminus said: "We keep one baptism, because we claim its own property for the church alone.
§36Demetrius a Leptiminus dixit:
Vnum baptisma nos custodimus, quia ecclesiae soli rem suam uindicamus. qui autem dicunt quia haeretici uere et legitime baptizant, ipsi sunt qui non duo sed multa baptismata faciunt.
But those who say that heretics truly and legitimately baptize, are themselves they who make not two, but many baptisms.
nam cum haereses multae sint, pro earum numero et baptismata conputabantur.
For since heresies are many, baptisms will also be reckoned according to their number." Vincentius of Thibari said: "We know that heretics are worse than heathens.
§37Vincentius a Thibari dixit:
Haereticos scimus esse peiores quam ethnicos. si conuersi ad Dominum uenire uoluerint, habent utique regulam ueritatis quam Dominus praecepto diuino mandauit apostolis dicens: ite, in nomine meo manum inponite, daemonia expellite. et alio loco: ite et docete gentes tinguentes eas in nomine Patris et Filii et Spiritus sancti. ergo primo per manus inpositionem in exorcismo, secundo per baptismi regenerationem, tunc possunt ad Christi pollicitationem peruenire: alias autem non debere.
If they, being converted, wish to come to the Lord, they certainly have the rule of truth which the Lord by divine precept commanded to the apostles, saying: 'Go, in my name lay on hands, cast out devils.' And in another place: 'Go and teach all nations, dipping them in the name of the Father, and of the Son, and of the Holy Spirit.' Therefore, first through the imposition of hands in exorcism, secondly through the regeneration of baptism, only then can they attain to the promise of Christ; but otherwise they ought not." Marcus of Maothari said: "It is not to be wondered at, if heretics, who are enemies and attackers of the truth, claim for themselves a matter of another's power and dignity.
§38Marcus a Maothari dixit:
Mirandum non est, si haeretici hostes adque inpugnatores ueritatis rem sibi uindicant potestatis et dignationis alienae. illud mirandum est quod quidam nostri praeuaricatores ueritatis haereticis suffragantur et christianis aduersantur.
That which is to be wondered at is that some of our own, prevaricators of the truth, support heretics and oppose Christians.
propterea decreuimus haereticos baptizandos esse.
Therefore we have decreed that heretics must be baptized."
