[CELSUS, Digest, book 37.]\n\nThere is no doubt that, whatever province the person who is brought out of custody belongs to, the person who presides over that province in which the proceedings are conducted must investigate the case.\n\nIt is customary with some to observe this rule: that when he has investigated and decided, he should send him back with a report to the person who presides over the province from which that person comes; which must be done for good reason.
