The king, having clearly understood each of these matters, continuously sent messages to Achaeus, warning him as I said above, but was entirely and completely devoted to the preparations against Ptolemy.
Therefore, having assembled his forces at Apamea towards the spring season, he submitted to his friends for deliberation how they should proceed with the invasions into Coele-Syria.
When many things had been said on this matter, concerning both the localities and the preparations and the cooperation of the naval force, Apollophanes—whom we mentioned before, a Seleucian by birth—cut short all the aforementioned opinions.
For he said that it was foolish to desire Coele-Syria and campaign against it, while overlooking Seleucia which was held by Ptolemy, although it was the founder-city and, so to speak, the hearth of their own dynasty.
Apart from the shame which its being garrisoned by the kings of Egypt now brought upon the kingdom, he said that this city, even from a practical point of point, offered the greatest and finest advantages.
For while it was held by the enemy, it was the greatest obstacle to all their enterprises; wherever they might plan to advance, their own territories would require no less foresight and guard on their part, owing to the fear inspired by this city regarding the enemy's preparations.
But if it were captured, he said, it would not only be able to keep their own territory secure, but could also, owing to the convenience of its position, render great assistance to their other designs and purposes both by land and by sea.
Since everyone was persuaded by what was said, it was decided to reduce this city first.
For it happened that Seleucia was at that time still held by garrisons of the kings of Egypt ever since the times of Ptolemy surnamed Euergetes, on which occasion he, owing to the misfortunes of Berenice and his anger on her behalf, had campaigned into the regions of Syria and made himself master of this city.
