King Antiochus, having invaded Pergamon, but having learned of the arrival of King Eumenes and seeing that not only the naval but also the land forces were advancing against him, deliberated about holding negotiations for peace simultaneously with the Romans, Eumenes, and the Rhodians.
Therefore, having set out with his entire army, he arrived near Elaia, and having occupied a certain hill opposite the city, he stationed the infantry upon it, and posted the cavalry, who were more than six thousand, right by the city itself.
He himself, taking up a position between them, sent messages into the city to Lucius and his associates concerning peace.
The Roman commander, having summoned the Rhodians and Eumenes, requested them to state their opinions on the present situation.
Now, Eudamus and Pamphilidas and their associates were not averse to peace; but the king declared that peace was at present neither honorable nor possible.
§21.10.6"εὐσχήμονα γάρ" ἔφη "πῶς οἷόν τε γίνεσθαι τὴν ἔκβασιν, ἐὰν τειχήρεις ὄντες ποιώμεθα τὰς διαλύσεις;
"For," he said, "how is it possible for the outcome to be honorable, if we make peace while we are shut up within walls?
§21.10.7"καὶ μὴν οὐδὲ δυνατὴν ἔφησε κατὰ τὸ παρόν· "πῶς γὰρ ἐνδέχεται, μὴ προσδεξαμένους ὕπατον, ἄνευ τῆς ἐκείνου γνώμης βεβαιῶσαι τὰς ὁμολογηθείσας συνθήκας;
And indeed, he declared it was not even possible at present: "For how is it possible, since we have not yet received the consul, to ratify the agreed-upon treaty without his approval?
Apart from this, if any sign of agreement with Antiochus is made at all, it is surely impossible for either the naval or the land forces to return to their own countries, unless the people and the senate first ratify the decisions.
It remains, therefore, for us, while waiting in expectation of their decision, to spend the winter here and do nothing, while consuming the provisions and supplies of our own allies.
And then, if the senate does not choose to make peace, we will have to renew the war again from the beginning, having let slip the present opportunities, in which, if the gods are willing, we are able to put an end to the entire conflict." Eumenes, then, spoke thus; and Lucius, accepting the advice, replied to the envoys of Antiochus that it was not possible for peace to be made before the arrival of the proconsul.
On hearing this, Antiochus' men immediately began to ravage the territory of the Elaitans.
Following upon this, Seleucus remained in those parts, while Antiochus, marching continuously, invaded what is called the Plain of Thebe.
and having entered a fertile land full of riches, he filled his army with all kinds of booty. —
