Cypselus the Corinthian, having vowed to Zeus that if he should become master of the city, he would dedicate all the property of the Corinthians, ordered them to make a register of their property.
When they had registered it, he took a tenth part from each, and ordered them to work with the remainder.
When the year came round, he did this very same thing, so that it came about that in ten years he himself possessed everything which he had vowed to dedicate, while the Corinthians possessed other new property.
Lygdamis of Naxos, having expelled the exiles, when no one wished to buy their estates except at a very low price, sold them back to the exiles themselves.
And as for their offerings, as many as were lying unfinished in certain workshops, he sold them both to the exiles and to anyone else who wished, on condition that the buyer’s name should be inscribed on them.
The Byzantines, being in need of money, sold the public sacred lands; those that were productive for a certain period, and those that were unproductive in perpetuity.
And they did likewise with the properties of the sacred associations and those of the clans, as well as those situated in private estates; for those who also owned the rest of the estate bought them at a high price.
To the members of the associations they gave other public lands, such as were around the gymnasium or the market-place or the harbor, and also the market stalls where people sold goods, and the fishery of the sea, and the sale of salt, and the taxes on the performing jugglers, soothsayers, druggists, and others of this kind; and they ordered them to pay a third part of their earnings.
They also sold the right of money-changing to a single bank, and it was not allowed for anyone else either to sell to another or to buy from another; otherwise, there was confiscation.
Since they had a law that no one should be a citizen unless he was born of two citizen parents, being in need of money they voted that whoever was born of only one citizen parent should be a citizen upon paying thirty minae.
And having fallen into a scarcity of grain and being in need of money, they detained the ships coming from the Pontus; but as time went on and the merchants were indignant, they paid them interest at ten percent, and ordered the buyers to pay ten percent in addition to the price.
And when certain resident aliens had lent money on the security of estates, and since they did not have the right to own land, they voted that whoever wished to have secure possession of the estate could do so by paying a third part of the loan to the state.
Hippias the Athenian sold the parts of the upper rooms that projected into the public streets, and the steps, and the enclosures, and the doors that opened outwards; therefore, those who owned the properties bought them, and thus a large sum of money was collected.
And he made the current coinage of the Athenians invalid, and having fixed a price, ordered them to bring it to him; but when they met for the purpose of striking a different stamp, he returned the very same silver.
And as many as were about to spend money on equipping a trireme, or leading a tribe, or producing a chorus, or any other such public service, he fixed a moderate price and ordered whoever wished to pay this and be enrolled among those who had performed their services.
And he ordered that to the priestess of Athena on the Acropolis, on behalf of anyone who died, they should bring a choenix of barley, another of wheat, and an obol, and the very same thing for anyone to whom a child was born.
The Athenians who lived in Potidaea, being in need of money for the war, ordered all to register their properties, not all together in each person's own deme, but property by property in the place where each was situated, so that the poor might be able to assess them at a lower value; and for whoever had no property at all, they were to assess their own person at two minae.
From these assessments, then, each paid the inscribed tax in full to the city.
