When the consuls proposed a motion concerning the war, the senate voted first to send an embassy to the Hernicians to demand lawful satisfaction as from friends and allies; for the city had been wronged by them during the expedition of the Volscians and Aequians by plundering and incursions into the land bordering on them.

The senate, having learned this, voted to divide the army enrolled from the younger men into three parts: of these, the consul Gaius Aquillius should lead one and march to encounter the army of the Hernicians (for they also were already under arms); the other consul, Titus Siccius, should lead the second against the Volscians; and Spurius Lartius, who had been appointed prefect by the consuls, should take the remaining third portion and guard the territory nearest to the city.
