As Brutus was delivering this speech, continuous shouts arose from the crowd at each of his words, indicating both their desire and their encouragement; and for the majority of them, tears even flowed from joy as they heard such wonderful and unexpected words.
Diverse emotions, in no way resembling one another, took possession of each man's soul; for grief was mixed with joy—the former for the past horrors, the latter for the expected blessings—and anger arose together with fear, the former rousing them to disregard safety for the sake of inflicting harm on the objects of their hatred, and the latter bringing hesitation to their undertakings based on the calculation that the overthrow of the tyranny was not easy.
When he stopped speaking, all as if from one mouth cried out with the same voice to lead them to arms.
And Brutus, being pleased, said: "If you first, having learned what was resolved by the senate, ratify it; for it has been decided by us to banish the Tarquinii and all their offspring from the city of the Romans and from all the land that the Romans rule, and that it shall be allowed to no one either to do or say anything about the return of the Tarquinii, and if anyone is found doing contrary to this, he shall die." "If it is your wish that this resolution be valid, divide yourselves by curiae (phratries) and cast your votes; and let this be the beginning of your right to freedom." This was done; and when all the curiae had voted for the banishment of the tyrants, Brutus stepped forward again and said: "Since the first matters have been ratified by us as is fitting, hear also the rest, of what we have planned concerning the constitution.
As we consider what magistracy shall be in sovereign control of public affairs, it seems best to us no longer to establish a kingship, but to appoint two rulers every year who shall hold kingly power, whom you shall designate in the elections by casting your votes by centuries.
If indeed you wish this also, vote for it." The people approved this resolution too, and no vote was cast against it.
After this, Brutus stepped forward and appointed Spurius Lucretius as interrex, who was to take charge of the elections according to ancestral laws; and the latter, having dismissed the assembly, ordered everyone to come to the field where they were accustomed to hold elections, bringing their arms in haste.
When they arrived, he chose two men to perform whatever was permitted to the kings, namely Brutus and Collatinus; and the people, being called by centuries, ratified the office for these men.
Such, then, were the things done in the city at that time.
