And of the many insignia which have been assigned to the kings, if any of them present unpleasant and offensive appearances to the multitude, I think we ought to diminish some and take away others; I mean these scepters, the golden crowns, and the purple garments embroidered with gold, except on certain festive occasions and in triumphal processions, when they shall assume them for the sake of honoring the gods; for it will displease no one if it becomes rare.
But we should leave for the men the ivory chair, sitting upon which they shall administer justice, and the white toga with a purple border, and the twelve axes preceding them in their public appearances.
Furthermore, in addition to these things, what I think will be the most useful of all those mentioned and the greatest cause for those who will receive the office not to commit many errors, is not to permit the same men to rule for life.
For an indefinite rule that is subject to no examination of its actions is grievous to all, and from it tyranny is born; but rather to contract the sovereign power of the office to a term of one year, as happens among the Athenians.
For the same person to rule and be ruled in turn, and to withdraw from power before his mind is corrupted, restrains self-willed natures and does not allow habits to be intoxicated by authority.
If we establish these things, it will be possible for us to enjoy the benefits of the royal constitution and to be rid of the evils accompanying it.
But in order that the name of the royal power, which is ancestral to us and has come down into the city with favorable omens of the gods who ratified it, may be preserved for the sake of religious duty, let a "king of sacrifices" be appointed forever, who shall have this honor for life, freed from all military and political business, having this one task only, just like the king, namely the leadership of the sacrifices, and nothing else.
