§2.16.1τρίτον ἦν ἔτι Ῥωμύλου πολίτευμα, ὃ πάντων μάλιστα τοὺς Ἕλληνας ἀσκεῖν ἔδει, κράτιστον ἁπάντων πολιτευμάτων ὑπάρχον, ὡς ἐμὴ δόξα φέρει, ὃ καὶ τῆς βεβαίου Ῥωμαίοις ἐλευθερίας ἦρχε καὶ τῶν ἐπὶ τὴν ἡγεμονίαν ἀγόντων οὐκ ἐλαχίστην μοῖραν παρέσχε, τὸ μήτε κατασφάττειν ἡβηδὸν τὰς ἁλούσας πολέμῳ πόλεις μήτε ἀνδραποδίζεσθαι μηδὲ γῆν αὐτῶν ἀνιέναι μηλόβοτον, ἀλλὰ κληρούχους εἰς αὐτὰς ἀποστέλλειν ἐπὶ μέρει τινὶ τῆς χώρας καὶ ποιεῖν ἀποικίας τῆς Ῥώμης τὰς κρατηθείσας, ἐνίαις δὲ καὶ πολιτείας μεταδιδόναι.
There was yet a third institution of Romulus, which of all things the Greeks ought most to have practiced, being the best of all institutions, in my opinion, which both began the secure liberty of the Romans and contributed no small share to the things that led them to hegemony: namely, neither to slaughter the adult males of the cities captured in war, nor to enslave them, nor to leave their land as sheep-pasture, but to send settlers to them for a certain portion of their territory, and to make the conquered cities colonies of Rome, and to share citizenship with some of them.
§2.16.2ταῦτά τε δὴ καὶ τἆλλα τούτοις ὅμοια καταστησάμενος πολιτεύματα μεγάλην ἐκ μικρᾶς ἐποίησε τὴν ἀποικίαν, ὡς αὐτὰ τὰ ἔργα ἐδήλωσεν.
Having established both these and other institutions similar to them, he made the colony great from a small one, as the facts themselves demonstrated.
οἱ μὲν γὰρ συνοικίσαντες μετʼ αὐτοῦ τὴν Ῥώμην οὐ πλείους ἦσαν ἀνδρῶν τρισχιλίων πεζοὶ καὶ τριακοσίων ἐλάττους ἱππεῖς· οἱ δὲ καταλειφθέντες ὑπʼ ἐκείνου, ὅτʼ ἐξ ἀνθρώπων ἠφανίσθη, πεζοὶ μὲν ἑξακισχίλιοι πρὸς τέτταρσι μυριάσιν, ἱππεῖς δʼ οὐ πολὺ ἀπέχοντες χιλίων.
For those who founded Rome with him were no more than three thousand infantry and fewer than three hundred cavalry; whereas those who were left by him when he vanished from among men were forty-six thousand infantry and cavalry not far short of a thousand.
§2.16.3ἐκείνου δὲ ἄρξαντος τῶν πολιτευμάτων τούτων οἵ τε βασιλεῖς οἱ μετʼ αὐτὸν ἡγησάμενοι τῆς πόλεως τὴν αὐτὴν ἐφυλάξαντο προαίρεσιν καὶ οἱ μετʼ ἐκείνους τὰς ἐνιαυσίους λαμβάνοντες ἀρχὰς ἔστιν ἃ καὶ προστιθέντες, οὕτως ὥστε μηδενὸς ἔθνους τοῦ δοκοῦντος εἶναι πολυανθρωποτάτου τὸν Ῥωμαίων γενέσθαι δῆμον ἐλάττονα.
Since he initiated these institutions, the kings who ruled the city after him maintained the same policy, and those who after them succeeded to the annual offices even added some things to them, so that the Roman people became no smaller than any nation deemed to be the most populous.
