When the period of one year had passed, Theopompus was archon in Athens, and the Romans, in place of the consuls, established four military tribunes, Tiberius Postumius and Gaius Cornelius, and in addition to these Gaius Valerius and Kaeso Fabius.
Around these times, the Athenians overthrew the oligarchy of the Four Hundred and established the system of the constitution from the citizens.
Of all these measures, Theramenes was the proposer, a man moderate in his life and seeming to surpass others in prudence; for he was the only one who advised recalling Alcibiades, because of whom they recovered themselves again, and having become the proposer of many other measures for the good of his homeland, he enjoyed no ordinary approval.
But these things happened a little later; as for the war, the Athenians established Thrasyllus and Thrasybulus as generals, who, having gathered the fleet at Samos, trained the soldiers for sea-fights by making daily trial-maneuvers.
Mindarus, the admiral of the Lacedaemonians, spent some time around Miletus, expecting the aid from Pharnabazus; for hearing that three hundred triremes had sailed down from Phoenicia, he was buoyant with hopes, thinking that with such a great fleet he would destroy the Athenian supremacy.
But after a short time, having learned from certain persons that, having been persuaded by Alcibiades, Pharnabazus had sent the fleet back to Phoenicia, he gave up his hopes from Pharnabazus, and having himself fitted out the ships from the Peloponnese and those from the external allies, he dispatched Dorieus with thirteen ships to Rhodes, learning that some of the Rhodians were conspiring for a revolution.
For recently some of the Greeks from Italy had dispatched the aforementioned ships to the Lacedaemonians for an alliance; and he himself, taking up all the other ships, which were eighty-three, set sail for the Hellespont because he learned that the Athenian fleet was spending its time in Samos.
At which very time, the Athenian generals, seeing them sailing past, put out against them with sixty ships.
When the Lacedaemonians had put in at Chios, the Athenian generals decided to sail to Lesbos, and there to gather triremes from the allies, so that it might not happen that the enemy surpassed them in the number of ships.
