§6.760ΑΘ. ταμίας δὲ δὴ τῶν τε ἱερῶν χρημάτων ἑκάστοις τοῖς ἱεροῖς καὶ τεμενῶν καὶ καρπῶν τούτων καὶ μισθώσεων κυρίους αἱρεῖσθαι μὲν ἐκ τῶν μεγίστων τιμημάτων τρεῖς εἰς τὰ μέγιστα ἱερά, δύο δʼ εἰς τὰ σμικρότερα, πρὸς δὲ τὰ ἐμμελέστατα ἕνα· τὴν δὲ αἵρεσιν τούτων καὶ τὴν δοκιμασίαν γίγνεσθαι καθάπερ ἡ τῶν στρατηγῶν ἐγίγνετο.
ATH.: And indeed, they must elect treasurers having authority over the sacred funds for each of the temples, and over the sacred precincts, their crops, and rents. They must elect them, from the highest property classes: three for the greatest temples, two for the smaller ones, and one for the most moderate ones; and the election and examination of these must take place just as the election of the generals took place.
καὶ τὰ μὲν αὖ περὶ τὰ ἱερὰ ταῦτα γιγνέσθω.
And again, let these affairs concerning the temples take place in this way.
ἀφρούρητον δὲ δὴ μηδὲν εἰς δύναμιν ἔστω.
And indeed, let nothing, as far as possible, be left unguarded.
πόλεως μὲν οὖν αἱ φρουραὶ πέρι ταύτῃ γιγνέσθωσαν, στρατηγῶν ἐπιμελουμένων καὶ ταξιαρχῶν καὶ ἱππάρχων καὶ φυλάρχων καὶ πρυτάνεων, καὶ δὴ καὶ ἀστυνόμων καὶ ἀγορανόμων, ὁπόταν αἱρεθέντες ἡμῖν καταστῶσίν τινες ἱκανῶς· τὴν δὲ ἄλλην χώραν φυλάττειν πᾶσαν κατὰ τάδε.
Therefore, let the watches of the city take place in this way, under the care of generals, taxiarchs, hipparchs, phylarchs, and prytaneis, and indeed also of city-wardens and market-wardens, whenever some have been elected and sufficiently established for us; but as for all the rest of the territory, it must be guarded according to these regulations.
δώδεκα μὲν ἡμῖν ἡ χώρα πᾶσα εἰς δύναμιν ἴσα μόρια νενέμηται, φυλὴ δὲ μία τῷ μορίῳ ἑκάστῳ ἐπικληρωθεῖσα κατʼ ἐνιαυτὸν παρεχέτω πέντε οἷον ἀγρονόμους τε καὶ φρουράρχους, τούτοις δʼ ἔστω καταλέξασθαι τῆς αὑτῶν φυλῆς ἑκάστῳ δώδεκα τῶν πέντε ἐκ τῶν νέων, μὴ ἔλαττον ἢ πέντε καὶ εἴκοσιν ἔτη γεγονότας, μὴ πλεῖον δὲ ἢ τριάκοντα.
All our territory has been divided, as far as possible, into twelve equal portions, and let one tribe, having been assigned by lot to each portion, provide annually five men as country-wardens and guard-commanders; and let it be permitted for each of these five to enroll from their own tribe twelve of the youth, who have become not less than twenty-five years old, and not more than thirty.
τούτοις δὲ διακληρωθήτω τὰ μόρια τῆς χώρας κατὰ μῆνα ἕκαστα ἑκάστοις, ὅπως ἂν πάσης τῆς χώρας ἔμπειροί τε καὶ ἐπιστήμονες γίγνωνται πάντες.
And let the portions of the territory be distributed by lot to these groups for each month, so that they may all become experienced and knowledgeable in the entire territory.
δύο δʼ ἔτη τὴν ἀρχὴν καὶ τὴν φρουρὰν γίγνεσθαι φρουροῖς τε καὶ ἄρχουσιν.
And the office and the watch must last for two years for both guards and commanders.
ὅπως δʼ ἂν τὸ πρῶτον λάχωσιν τὰ μέρη, τοὺς τῆς χώρας τόπους, μεταλλάττοντας ἀεὶ τὸν ἑξῆς τόπον ἑκάστου μηνὸς ἡγεῖσθαι τοὺς φρουράρχους ἐπὶ δεξιὰ κύκλῳ· τὸ δʼ ἐπὶ δεξιὰ γιγνέσθω τὸ πρὸς ἕω.
And however they first draw by lot their portions, the positions in the territory, the guard-commanders must always lead them, changing to the next position each month, in a circle to the right; and let 'to the right' be towards the east.
περιελθόντος δὲ τοῦ ἐνιαυτοῦ, τῷ δευτέρῳ ἔτει, ἵνα ὡς πλεῖστοι τῶν φρουρῶν μὴ μόνον ἔμπειροι τῆς χώρας γίγνωνται κατὰ μίαν ὥραν τοῦ ἐνιαυτοῦ, πρὸς τῇ χώρᾳ δὲ ἅμα καὶ τῆς ὥρας ἑκάστης περὶ ἕκαστον τὸν τόπον τὸ γιγνόμενον ὡς πλεῖστοι καταμάθωσιν, οἱ τότε ἡγούμενοι πάλιν ἀφηγείσθωσαν εἰς τὸν εὐώνυμον ἀεὶ μεταβάλλοντες τόπον, ἕως ἂν τὸ δεύτερον διεξέλθωσιν ἔτος·
And when the year has come round, in the second year, in order that as many of the guards as possible may not only become experienced in the territory during a single season of the year, but also, along with the territory, as many as possible may learn what happens during each season around each place, the leaders of that time must lead them back, always changing position to the left until they complete the second year.
τῷ τρίτῳ δὲ ἄλλους ἀγρονόμους αἱρεῖσθαι καὶ φρουράρχους τοὺς πέντε τῶν δώδεκα ἐπιμελητάς.
And in the third year, other country-wardens and guard-commanders must be elected as the five supervisors of the twelve.
§6.761ΑΘ. ἐν δὲ δὴ ταῖς διατριβαῖς τῷ τόπῳ ἑκάστῳ τὴν ἐπιμέλειαν εἶναι τοιάνδε τινά· πρῶτον μὲν ὅπως εὐερκὴς ἡ χώρα πρὸς τοὺς πολεμίους ὅτι μάλιστα ἔσται, ταφρεύοντάς τε ὅσα ἂν τούτου δέῃ καὶ ἀποσκάπτοντας καὶ ἐνοικοδομήμασιν εἰς δύναμιν εἴργοντας τοὺς ἐπιχειροῦντας ὁτιοῦν τὴν χώραν καὶ τὰ κτήματα κακουργεῖν, χρωμένους δʼ ὑποζυγίοις καὶ τοῖς οἰκέταις τοῖς ἐν τῷ τόπῳ ἑκάστῳ πρὸς ταῦτα, διʼ ἐκείνων ποιοῦντας, ἐκείνοις ἐπιστατοῦντας, τῶν οἰκείων ἔργων αὐτῶν ἀργίας ὅτι μάλιστα ἐκλεγομένους.
ATH.: And indeed, in their stays, let the care for each place be of the following kind: First indeed, that the territory shall be as well-fortified against enemies as possible, by digging trenches wherever necessary and making excavations, and by blocking with fortifications, as far as possible, those who attempt in any way to do mischief to the country and the property, making use of the beasts of burden and the slaves in each place for these things, doing them through them, supervising them, and selecting as much as possible the times of idleness from their own proper works.
δύσβατα δὲ δὴ πάντα ποιεῖν μὲν τοῖς ἐχθροῖς, τοῖς δὲ φίλοις ὅτι μάλιστα εὔβατα, ἀνθρώποις τε καὶ ὑποζυγίοις καὶ βοσκήμασιν, ὁδῶν τε ἐπιμελουμένους ὅπως ὡς ἡμερώταται ἕκασται γίγνωνται, καὶ τῶν ἐκ Διὸς ὑδάτων, ἵνα τὴν χώραν μὴ κακουργῇ, μᾶλλον δʼ ὠφελῇ ῥέοντα ἐκ τῶν ὑψηλῶν εἰς τὰς ἐν τοῖς ὄρεσι νάπας ὅσαι κοῖλαι, τὰς ἐκροὰς αὐτῶν εἴργοντας οἰκοδομήμασί τε καὶ ταφρεύμασιν, ὅπως ἂν τὰ παρὰ τοῦ Διὸς ὕδατα καταδεχόμεναι καὶ πίνουσαι, τοῖς ὑποκάτωθεν ἀγροῖς τε καὶ τόποις πᾶσιν νάματα καὶ κρήνας ποιοῦσαι, καὶ τοὺς αὐχμηροτάτους τόπους πολυύδρους τε καὶ εὐύδρους ἀπεργάζωνται·
And indeed, they must make all parts difficult to traverse for enemies, but as easy to traverse as possible for friends, both for men, beasts of burden, and cattle, caring for the roads so that each may become as smooth as possible, and also for the waters from Zeus, so that they may not damage the country, but rather benefit it as they flow from the high places into the mountain glens that are hollow, blocking their outlets with masonry and dikes, so that receiving and drinking the waters from Zeus, they may provide streams and springs to all the fields and places below, and render even the driest places rich in water and well-watered.
τά τε πηγαῖα ὕδατα, ἐάντε τὶς ποταμὸς ἐάντε καὶ κρήνη ᾖ, κοσμοῦντες φυτεύμασί τε καὶ οἰκοδομήμασιν εὐπρεπέστερα, καὶ συνάγοντες μεταλλείαις νάματα, πάντα ἄφθονα ποιῶσιν, ὑδρείαις τε καθʼ ἑκάστας τὰς ὥρας, εἴ τί που ἄλσος ἢ τέμενος περὶ ταῦτα ἀφειμένον ᾖ, τὰ ῥεύματα ἀφιέντες εἰς αὐτὰ τὰ τῶν θεῶν ἱερά, κοσμῶσι.
And they must beautify the spring waters, whether there be a river or a spring, with plantings and buildings to make them more comely, and gathering the streams by channeling, make them all abundant; and if there is any grove or sacred precinct dedicated around these, they should let the streams flow into these very sanctuaries of the gods, decorating them with water-basins for each of the seasons.
πανταχῇ δὲ ἐν τοῖς τοιούτοις γυμνάσια χρὴ κατασκευάζειν τοὺς νέους αὑτοῖς τε καὶ τοῖς γέρουσι γεροντικὰ λουτρὰ θερμὰ παρέχοντας, ὕλην παρατιθέντας αὔην καὶ ξηρὰν ἄφθονον, ἐπʼ ὀνήσει καμνόντων τε νόσοις καὶ πόνοις τετρυμένα γεωργικοῖς σώματα δεχομένους εὐμενῶς, ἰατροῦ δέξιν μὴ πάνυ σοφοῦ βελτίονα συχνῷ.
And everywhere in such places, the youth must construct gymnasia for themselves and for the elders, providing warm baths for old age, laying beside them dry and seasoned wood in abundance, for the benefit of those suffering from diseases and kindly receiving bodies worn out by agricultural labors, which is often much better than the reception of a doctor who is not very wise.
ταῦτα μὲν οὖν καὶ τὰ τοιαῦτα πάντα κόσμος τε καὶ ὠφελία τοῖς τόποις γίγνοιτʼ ἂν μετὰ παιδιᾶς οὐδαμῇ ἀχαρίτου· σπουδὴ δὲ περὶ ταῦτα ἥδε ἔστω. τοὺς ἑξήκοντα ἑκάστους τὸν αὑτῶν τόπον φυλάττειν, μὴ μόνον πολεμίων ἕνεκα ἀλλὰ καὶ τῶν φίλων φασκόντων εἶναι·
These things, then, and all such things would become an ornament and a benefit to the places, accompanied by a playfulness by no means unpleasant; but let this be the serious work concerning them: that each of the sixty guards should watch their own place, not only on account of enemies, but also of those who claim to be friends.
γειτόνων δὲ καὶ τῶν ἄλλων πολιτῶν ἢν ἄλλος ἄλλον ἀδικῇ, δοῦλος ἢ ἐλεύθερος, δικάζοντας τῷ ἀδικεῖσθαι φάσκοντι, τὰ μὲν σμικρὰ αὐτοὺς τοὺς πέντε ἄρχοντας, τὰ δὲ μείζονα μετὰ τῶν δώδεκα τοὺς ἑπτακαίδεκα δικάζειν μέχρι τριῶν μνῶν, ὅσα ἂν ἕτερος ἑτέρῳ ἐπικαλῇ.
And if one neighbor or other citizen does injustice to another, whether slave or free, they must judge for the one who claims to be wronged; the five officials themselves judging the small matters, and the seventeen, together with the twelve, judging the greater matters up to three minas, for whatever one charges against another.
δικαστὴν δὲ καὶ ἄρχοντα ἀνυπεύθυνον οὐδένα δικάζειν καὶ ἄρχειν δεῖ πλὴν τῶν τὸ τέλος ἐπιτιθέντων οἷον βασιλέων·
But no judge or official must judge or rule without being subject to audit, except those who put the final seal on matters, such as kings.
