§18τὰς δὲ τριήρεις πῶς;
And how about the triremes?
τὸν ἅπαντʼ ἀριθμὸν κελεύω τριακοσίας ἀποδείξαντας, κατὰ πεντεκαιδεκαναΐαν εἴκοσι ποιῆσαι μέρη, τῶν πρώτων ἑκατὸν πέντε, καὶ τῶν δευτέρων ἑκατὸν πέντε, καὶ τῶν τρίτων ἑκατὸν πένθʼ ἑκάστῳ μέρει διδόντας, εἶτα συγκληρῶσαι συμμορίᾳ σωμάτων ἑκάστῃ τὴν πεντεκαιδεκαναΐαν, τὴν δὲ συμμορίαν ἑκάστῳ τῷ μέρει σφῶν αὐτῶν τρεῖς ἀποδοῦναι τριήρεις.
I propose that, having designated the total number to be three hundred, you make twenty divisions of fifteen ships each, assigning to each division five of the first hundred, five of the second hundred, and five of the third hundred; then, that you assign by lot the fifteen-ship division to each symmory of individuals, and that each symmory assign three triremes to each of its own subdivisions.
§19ἐπειδὰν δὲ ταῦθʼ οὕτως ἔχονθʼ ὑπάρχῃ, κελεύω, ἐπειδὴ τὸ τίμημʼ ἐστὶ τῆς χώρας ἑξακισχιλίων ταλάντων, ἵνʼ ὑμῖν καὶ τὰ χρήματʼ ᾖ συντεταγμένα, διελεῖν τοῦτο καὶ ποιῆσαι καθʼ ἑξήκοντα τάλανθʼ ἑκατὸν μέρη, εἶτα πένθʼ ἑξηκονταταλαντίας εἰς ἑκάστην τῶν μεγάλων τῶν εἴκοσι συμμοριῶν ἐπικληρῶσαι, τὴν δὲ συμμορίαν ἑκάστῳ τῶν μερῶν μίαν ἑξηκονταταλαντίαν ἀποδοῦναι, §20ὅπως, ἂν μὲν ὑμῖν ἑκατὸν δέῃ τριήρων, τὴν μὲν δαπάνην ἑξήκοντα τάλαντα συντελῇ, τριήραρχοι δʼ ὦσι δώδεκα, ἂν δὲ διακοσίων, τριάκοντα μὲν ᾖ τάλαντα τὴν δαπάνην συντελοῦντα, ἓξ δὲ σώματα τριηραρχοῦντα, ἐὰν δὲ τριακοσίων, εἴκοσιν μὲν ᾖ τάλαντα τὴν δαπάνην διαλύοντα, τέτταρα δὲ σώματα τριηραρχοῦντα.
And when these things are thus established, in order that the funds also may be organized for you, since the valuation of the country is six thousand talents, I propose to divide this and make a hundred parts of sixty talents each, then to assign by lot five of these sixty-talent parts to each of the twenty large symmories, and that each symmory assign one sixty-talent part to each of its subdivisions, so that, if you should need a hundred triremes, sixty talents may contribute to the expense, and twelve men may be trierarchs; if two hundred, thirty talents may contribute to the expense, and six individuals may act as trierarchs; and if three hundred, twenty talents may discharge the expense, and four individuals may act as trierarchs.
§21τὸν αὐτὸν δὲ τρόπον καὶ τὰ νῦν ὀφειλόμενʼ, ὦ ἄνδρες Ἀθηναῖοι, τῶν σκευῶν ἐπὶ τὰς τριήρεις τιμήσαντας ἅπαντʼ ἐκ τοῦ διαγράμματος νεῖμαι κελεύω μέρη εἴκοσιν, ἔπειτα ταῖς μεγάλαις ἐπικληρῶσαι συμμορίαις μέρος ἓν χρήστων ἑκάστῃ, τὴν δὲ συμμορίαν ἑκάστην διανεῖμαι τῶν αὑτῆς μερῶν ἑκάστῳ τὸ ἴσον, τοὺς δὲ δώδεκα τοὺς ἐν ἑκάστῳ τῷ μέρει ταῦτʼ εἰσπράξαντας τὰς τριήρεις, ἃς ἂν ἕκαστοι λάχωσι, παρεσκευασμένας παρέχειν.
In the same manner, O men of Athens, I propose that, having valued all the equipment for the triremes currently owed according to the register, you divide it into twenty parts, then assign by lot to each of the large symmories one part of the debtors, and that each symmory distribute an equal share to each of its subdivisions, and that the twelve men in each subdivision, having collected these debts, provide the triremes which they have respectively drawn by lot, fully equipped.
§22τὴν μὲν δαπάνην καὶ τὰ σκάφη καὶ τοὺς τριηράρχους καὶ τὴν τῶν σκευῶν εἴσπραξιν οὕτως ἂν ἄρισθʼ ἡγοῦμαι καὶ πορισθῆναι καὶ παρασκευασθῆναι· πλήρωσιν δʼ, ἣ καὶ σαφὴς ἔσται καὶ ῥᾳδία, μετὰ ταῦτα λέγω.
The expense, the vessels, the trierarchs, and the collection of equipment would, I believe, be best provided and prepared in this way; but as for the manning, which will be both clear and easy, I speak of it next.
φημὶ τοὺς στρατηγοὺς δεῖν διανεῖμαι τόπους δέκα τῶν νεωρίων, σκεψαμένους ὅπως ὡς ἐγγύτατʼ ἀλλήλων κατὰ τριάκοντʼ ὦσι νεώσοικοι, ἐπειδὰν δὲ τοῦτο ποιήσωσι, δύο συμμορίας καὶ τριάκοντα τριήρεις τούτων ἑκάστῳ προσνεῖμαι τῶν τόπων, εἶτʼ ἐπικληρῶσαι τὰς φυλάς· §23τὸν δὲ ταξίαρχον ἕκαστον, ὃν ἂν ἡ φυλὴ τόπον λάχῃ, διελεῖν τρίχα καὶ τὰς ναῦς ὡσαύτως, εἶτʼ ἐπικληρῶσαι τὰς τριττῦς, ὅπως ἂν τῶν μὲν ὅλων νεωρίων ἓν ἑκάστῃ μέρος ᾖ τῶν φυλῶν, τοῦ δὲ μέρους ἑκάστου τὸ τρίτον μέρος ἡ τριττὺς ἔχῃ, εἰδῆτε δʼ, ἄν τι δέῃ, πρῶτον μὲν τὴν φυλήν, ὅπου τέτακται, μετὰ ταῦτα δὲ τὴν τριττύν, εἶτα τριήραρχοι τίνες καὶ τριήρεις ποῖαι.
I say that the generals must divide the dockyards into ten sectors, having considered how there may be thirty slips as near to one another as possible; and when they have done this, they must assign to each of these sectors two symmories and thirty triremes, and then assign the tribes by lot; and that each taxiarch must divide into three parts the sector which his tribe has drawn by lot, and the ships likewise, and then assign the trittyes by lot, so that each tribe may have one division of the whole dockyard, and the trittys may have the third part of each division, and you may know, if any need arises, first where the tribe is stationed, next the trittys, then who the trierarchs are and what kind of ships they have.
ἐὰν γὰρ ταῦθʼ οὕτως εἰς ὁδὸν καταστῇ, εἴ τι καὶ παραλείπομεν νῦν (πάντα γὰρ ἴσως εὑρεῖν οὐ ῥᾴδιον), αὐτὸ τὸ πρᾶγμʼ ἑαυτῷ εὑρήσει, καὶ μία σύνταξις καὶ πασῶν τῶν νεῶν καὶ μέρους ἔσται.
For if these things are thus put in train, even if we are omitting anything now (since it is perhaps not easy to find everything), the matter itself will find its own way, and there will be a single organization of both all the ships and of any part.
§24ὑπὲρ δὲ χρημάτων καὶ πόρου φανεροῦ τινὸς ἤδη παράδοξον μὲν οἶδα λόγον ὃν μέλλω λέγειν, ὅμως δʼ εἰρήσεται· πιστεύω γάρ, ἐάν τις ὀρθῶς σκοπῇ, μόνος τἀληθῆ καὶ τὰ γενησόμενʼ εἰρηκὼς φανεῖσθαι.
But concerning money and some immediate manifest revenue, I know that the speech I am about to make is paradoxical, yet it shall be spoken; for I believe that, if anyone considers it rightly, I alone shall be seen to have spoken what is true and what will happen.
ἐγώ φημι χρῆναι μὴ λέγειν νυνὶ περὶ χρημάτων· εἶναι γὰρ πόρον, ἂν δέῃ, μέγαν καὶ καλὸν καὶ δίκαιον, ὃν ἂν μὲν ἤδη ζητῶμεν, οὐδʼ εἰς τόθʼ ὑπάρχειν ἡγησόμεθʼ ἡμῖν· οὕτω πολὺ τοῦ πορίσαι νῦν ἀποσχήσομεν· ἐὰν δʼ ἐῶμεν, ἔσται.
I say that we must not speak of money now; for there is a revenue, if necessary, great, honorable, and just, which if we seek now, we shall think does not exist for us even then, so far shall we be from providing it now; but if we let it alone, it will exist.
τίς οὖν ἔσθʼ οὗτος ὁ νῦν μὲν οὐκ ὤν, ὑπάρξων δʼ εἰς τότε;
What then is this revenue, which is not now, but will exist then?
αἰνίγματι γὰρ ὅμοιον τοῦτό γε.
For this is indeed like a riddle.
§25ἐγὼ φράσω.
I will explain.
ὁρᾶτε τὴν πόλιν, ὦ ἄνδρες Ἀθηναῖοι, πᾶσαν ταύτην.
Look at this whole city, O men of Athens.
ἐν ταύτῃ χρήματʼ ἔνεστιν ὀλίγου δέω πρὸς ἁπάσας τὰς ἄλλας εἰπεῖν πόλεις.
In it there is money, I am almost tempted to say, equal to all other cities combined.
ταῦτα δʼ οἱ κεκτημένοι τοιοῦτον ἔχουσι νοῦν ὥστʼ, εἰ πάντες οἱ λέγοντες φοβοῖεν ὡς ἥξει βασιλεύς, ὡς πάρεστιν, ὡς οὐδʼ οἷόν τε ταῦτʼ ἄλλως ἔχειν, καὶ μετὰ τῶν λεγόντων ἴσοι τὸ πλῆθος τούτοις χρησμῳδοῖεν, οὐ μόνον οὐκ ἂν εἰσενέγκαιεν, ἀλλʼ οὐδʼ ἂν δόξειαν κεκτῆσθαι.
But those who possess it have such a mind that, if all the speakers should terrify them by saying that the King will come, that he is present, that it is impossible for things to be otherwise, and if along with the speakers an equal number of prophets should utter oracles with them, they not only would not contribute, but would not even appear to possess it.
