§45.15.1in quattuor urbanas tribus discripti erant libertini praeter eos, quibus filius quinquenni maior ex se natus esset, — §45.15.2eos, ubi proxumo lustro censi essent, censeri iusserunt — et eos, qui praedium praediave rustica pluris sestertium triginta milium haberent, censendi ius factum est.
The freedmen had been distributed into the four urban tribes, except those who had a son born to them of more than five years of age, — these they ordered to be registered in the place where they had been rated in the last lustrum; and to those who possessed a country estate or estates of greater value than thirty thousand sesterces, the right of being registered in the country tribes was granted.
§45.15.3hoc cum ita servatum esset, negabat Claudius suffragii lationem iniussu populi censorem cuiquam homini, nedum ordini universo adimere posse.
Though this rule had been thus observed, Claudius maintained that a censor could not, without an order of the people, take away the right of suffrage from any man, still less from a whole order.
For, he argued, although a censor might remove a man from his tribe — which was nothing else than ordering him to change his tribe — he could not therefore expel him from all the thirty-five tribes; that this would be to strip him of citizenship and liberty, not to determine where he should be rated, but to exclude him from the census altogether.
These matters were disputed between them; at last they resorted to this compromise, that they should draw lots publicly in the hall of Liberty for one of the four urban tribes, into which they should cast all those who had been in a state of servitude.
§45.15.6Esquilinae sors exiit: in ea Ti. Gracchus pronuntiavit libertinos omnis censeri placere.
The lot fell on the Esquiline tribe; in that, Tiberius Gracchus announced that it was decided all freedmen should be registered.
§45.15.7magno ea res honori censoribus apud senatum fuit.
This matter brought great honor to the censors in the senate.
Thanks were returned both to Sempronius, for having persevered in a good undertaking, and to Claudius, for not having obstructed it.
More persons than by former censors were expelled from the senate, and ordered to sell their horses.
All the same individuals were both removed from their tribe and made aerarii by both censors; nor was the ignominy of anyone, who had been marked by one of them, removed by the other.
When they requested that, according to custom, a period of a year and six months should be allowed them for contracting for the repair of public buildings and for approving the works they had contracted for, Gnaeus Tremellius, a tribune, interposed his veto because he had not been chosen into the senate.
§45.15.10eodem anno C. Cicereius aedem Monetae in monte Albano dedicavit quinquennio post, quam vovit.
In the same year, Gaius Cicereius dedicated the temple of Moneta on the Alban mount, five years after he had vowed it.
flamen Martialis inauguratus est eo anno L. Postumius Albinus.
Lucius Postumius Albinus was inaugurated as flamen Martialis in that year.
