Syntax notes2 items
  1. 16.38.1εὐλαβῶς διακειμένους

The combination of the verb διακείμαι and an adverb means "to be disposed in a certain way" or "to have a certain attitude." Here, it functions as a supplementary participle with the participle ὁρῶν ("seeing them to be cautiously disposed").

  2. 16.38.1ἐμβιβάσαι ... εἰς ἀπέχθειαν

The infinitive ἐμβιβάσαι depends on the main verb ἐσπούδαζε. The verb ἐμβιβάζω ("to make go in," "to draw into") is used with εἰς and the accusative, meaning "to lead/draw into." The noun ἀπέχθεια ("hostility," "hatred") here refers specifically to enmity against the Romans.
